MINUTES OF THE <br />ORONO CITY PLANNING COMMISSION <br />Monday, October 21, 2013 <br />6:30 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 40 of 42 <br /> <br />Minnetrista are that they may be amenable to do that and that they feel there is water capacity. From a <br />development standpoint, it is desirable to get city water in there, especially if there is a concern about that. <br />Hiller stated if there is positive feedback, they will continue to pursue that. <br /> <br />Landgraver stated in terms of the sketch plan, he prefers the PRD concept since it seems to be more <br />cognizant of the neighbors’ concerns. Landgraver stated in his view the one-acre lots will be challenged <br />once there is more scientific feedback and that there will likely be some give and take. <br /> <br />Hiller stated some of the early indications are that some of the slopes are not conducive to septic and that <br />they are exploring different options. Hiller stated in his view this exact sketch will not be the final plan <br />and that the lots could be spread out more. Hiller stated they will keep exploring the PRD option if that is <br />the direction of the Planning Commission. <br /> <br />Schwingler recommended they also look at other alternatives for access in and out of West Branch. <br /> <br />Schoenzeit stated the area where there is a semaphore seems more conducive to access. <br /> <br />Thiesse asked if there is any possibility to have the second septic site in the commons area. <br /> <br />Gaffron stated the City has only allowed that at a site on Big Island due to an existing building that did <br />not have sites within their property but the neighboring site did. The City typically has not approved <br />septic sites outside of a lot. Gaffron stated it is worthy of discussion but that it is not something the City <br />has routinely done. <br /> <br />Hiller stated they do not have enough information at this point but that the septic testing is being done <br />right now. The wetland delineation work has been done and a report is being prepared. In addition, the <br />site survey and tree survey work is almost done. Hiller stated within the next two to three weeks they <br />should have a lot more information. <br /> <br />Leskinen asked if they are prepared for the possibility that they will have something less than 59 lots. <br /> <br />Hiller stated they realize that and that this is an optimum design at this point. <br /> <br />Lemke asked when they anticipate bringing a formal application back to the City on the design. <br /> <br />Hiller stated they will be bringing the Comprehensive Plan amendment and the sketch plan to the City <br />Council on November 12. Once the septic testing and survey work is complete, work will begin on <br />preliminary plat. <br /> <br />Landgraver asked where it is being left on the traffic situation. <br /> <br />Thiesse indicated the developer is going to look at alternative access points. <br /> <br />Gaffron stated other than saying that the City does not want access directly onto North Arm, the access is <br />still undetermined at this point. Gaffron stated a second access off of County Road 19 has not been <br />discussed.
