MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, September 16, 2016 <br />6:30 o’clock p.m. <br />_____________________________________________________________________________________ <br />  <br />Page 1 of 34  <br />  <br />ROLL CALL <br /> <br />The Orono Planning Commission met on the above-mentioned date with the following members present: <br />Chair Denise Leskinen, Commissioners Kevin Landgraver, Bruce Lemke, Christopher McGrann, Loren <br />Schoenzeit, Jon Schwingler, and John Thiesse. Representing Staff were Assistant City Administrator of <br />Long-Term Strategic Planning Michael Gaffron, Planning Coordinator Melanie Curtis, and Recorder <br />Jackie Young. Council Member Kristi Anderson was present. <br /> <br />Chair Leskinen called the meeting to order at 6:30 p.m., followed by the Pledge of Allegiance. <br /> <br />CONSENT AGENDA <br /> <br />Item Nos. 3, 5, and 6 were added to the Consent Agenda. <br /> <br />Chair Leskinen opened the public hearing for Items 3, 5, and 6 at 6:33 p.m. <br /> <br />There were no public comments regarding these items. <br /> <br />Chair Leskinen closed the public hearing at 6:33 p.m. <br /> <br />Landgraver moved, McGrann seconded, to approve the Consent Agenda as amended. VOTE: <br />Ayes 7, Nays 0. <br /> <br />*1. APPROVAL OF PLANNING COMMISSION MINUTES OF AUGUST 19, 2013 <br /> <br />Landgraver moved, McGrann seconded, to approve the minutes of the Orono Planning <br />Commission meeting of August 19, 2013, as submitted. VOTE: Ayes 7, Nays 0. <br /> <br />OLD BUSINESS <br /> <br />2. 13-3616 CITY OF ORONO, AMENDMENT OF ZONING CODE CHAPTER 78, ADD <br />SECTION 78-1379, ALTERNATIVE ENERGY SYSTEMS <br /> <br />Gaffron noted the Planning Commission has been working on the City’s alternative energy systems for <br />the past few months. The alternative energy systems the Planning Commission has been reviewing <br />include ground source heat pumps, solar energy systems, wind energy conversion systems, and <br />potentially hydronic furnaces or outdoor wood boilers. <br /> <br />At the July 15 meeting, the Planning Commission meeting had their initial general review of the draft <br />ordinance, and at the August 7 Planning Commission work session the Commissioners again reviewed the <br />draft ordinance and a discussion was held regarding ground source heat pumps. At the August 19 <br />Planning Commission meeting, the draft ordinance was tabled to the Planning Commission’s September 4 <br />work session. On the October 4 work session agenda is wind energy systems. <br /> <br />Gaffron noted this is a public hearing tonight and a copy of the draft ordinance is available in the <br />Planning Commission packet.
