MINUTES OF THE <br />ORONO CITY COUNCIL WORK SESSION <br />Tuesday, May 27, 2014 <br />5:00 p.m. <br /> <br /> <br />Present: Mayor Lili McMillan, Council Members Kristi Anders, Cynthia Bremer, Lizz Levang and <br />Aaron Printup; representing Staff were City Administrator Jessica Loftus, Assistant <br />City Administrator Mike Gaffron, Planning/Zoning Coordinator Melanie Curtis , Public <br />Works Director/City Engineer Jesse Struve, and Finance Director Ron Olson. <br /> <br /> <br />Planning/Zoning Coordinator Melanie Curtis presented a draft handout to assist residents with <br />survey requirements. The Council provided a few suggestions and requested the handout be <br />distributed with permit application packets and available online. Curtis also reported that <br />pursuant to Council direction, staff will initiate twice‐yearly escrow refund reviews rather than <br />relying solely on applicant requests. <br /> <br />Assistant City Administrator Mike Gaffron presented information on the Metropolitan Council’s <br />“Thrive MSP” initiative. The consensus of the Council was to request the City of Orono be listed <br />among the rural residential cities (page 63) and to share information with the Planning <br />Commission so we can work on a strategy going forward. <br /> <br />City Administrator Jessica Loftus provided a verbal update on multiple operational issues. The <br />Council directed staff to bring information regarding an e‐cigarette ordinance to an upcoming <br />work session and to invite Mediacom to present at the June 23rd regular meeting. <br /> <br />Public Works Director/City Engineer Jesse Struve presented information on road funding. <br />Discussion centered on how to fund long term maintenance and reconstruction of the road <br />including the options of tax levy increase, assessments, and franchise fees.
