MINUTES OF THE <br />ORONO CITY COUNCIL WORK SESSION <br />Monday, March 24, 2014 <br />5:00 p.m. <br /> <br /> <br />Present: Mayor Lili McMillan, Council Members Lizz Levang and Aaron Printup; representing <br />Staff were City Administrator Jessica Loftus, Assistant City Administrator Mike <br />Gaffron, Planning/Zoning Coordinator Melanie Curtis , Public Works Director/City <br />Engineer Jesse Struve, and Finance Director Ron Olson. <br /> <br />Public Works Director/City Engineer Jesse Struve presented information on road funding. <br />Discussion centered on how to fund long term maintenance and reconstruction of the roads. <br />This included discussion about using the tax levy, assessments, street improvement districts, <br />and franchise fees. The Council directed staff to bring back more information and examples <br />that outline how increases to the street maintenance budget affects the tax levy and how <br />assessments could be utilized to help offset some of the costs. The consensus of the Council <br />was to discuss the topic again at the May 27th work session. <br /> <br />Assistant City Administrator Mike Gaffron presented an offer to sell the City a property adjacent <br />to Navarre Park. The consensus of the Council was there are currently other priorities for our <br />limited park funding and we regretfully decline, but everyone expressed appreciation that the <br />owner thought of the City before listing it. <br /> <br />Planning/Zoning Coordinator Melanie Curtis presented background information on escrow fees <br />and survey requirements. The Council directed staff to refine/improve the process for staff <br />initiated escrow release; clarify escrow agreement language; and create an informational <br />handout for residents describing the basis for requesting different types of surveys which <br />should also include survey tips.
