VOTE: Ayes 6, Nays 0. <br /> <br />4. #13-3606 LUKE KUJAWA OF YOUR BOAT CLUB ON BEHALF OF M.G. KAMINSKI, <br />1444 SHORELINE DRIVE, CONDITIONAL USE PERMIT AMENDMENT, 7:05 P.M. – 8:17 <br />P.M. <br /> <br />Luke Kujawa, Applicant, was present. <br /> <br />Curtis stated the applicant is requesting an amendment to the existing conditional use permit granted in <br />2011 for Your Boat Club in order to increase the number of boat club boats from 20 to 30 boats. <br /> <br />The only standard for boat club conditional use permits within the zoning code is demonstration that <br />adequate parking is available on the property. The pertinent B-2 parking standards require that off-street <br />parking facilities for a marina operation be sufficient to eliminate any traffic or parking congestion likely <br />to be caused by the business conducted. The parking areas do not need to be paved but must be provided <br />with appropriate stormwater runoff quality/quantity controls. <br /> <br />The parking analysis conducted for the original conditional use permit review in 2011 is still valid. At <br />that time it was determined that based on the number of total slips, the retail use, etc., the number of <br />parking stalls required was 70 stalls. The available stalls exceed the requirement by 11 stalls and is <br />conforming. <br /> <br />The boat club is moving the boat club parking and dock location from the Tanager side to the middle <br />docks on the Brown’s Bay side. This and the boat club’s use of the gazebo as the base/office will reduce <br />the number of pedestrian crossings of County Road 15 by boat club users. The parking areas on the two <br />adjoining residential lots are the subject of the 2011 parking contract and are to be used only for overflow <br /> <br />The City did receive a couple of phone calls regarding these parking areas as the areas appear to being <br />used to store equipment and other items. The original conditional use permit stated that use of these <br />residential lots is to be for occasional parking of boats or equipment during transitional periods only. The <br />applicant should address how this issue can be addressed moving forward. <br /> <br />In addition, the applicant is currently working with the state marshal and City Stall to find a suitable <br />location for their fuel tank. <br /> <br />The Planning Commission should discuss the issues with the applicant concerning the items outlined in <br />Staff’s report.
