The RPUD standard 50 percent FAR would likely allow for much <br /> larger homes to be constructed if no 15 percent limit is in place. <br /> <br />7. The developer should define how he plans to meet the 10 percent recreation area requirement. <br /> <br />8. Similar to the discussion with the recent preliminary plat on Northern Avenue, the Planning <br /> Commission should consider whether there is value in placing the wetland and tree preservation <br /> areas within an outlot rather than within individual properties. <br /> <br />9. The developer should advise as to whether he still intends to pursue municipal water from Long <br /> Lake and advise Staff and Planning Commission as to any recent discussions he has had with <br /> Long Lake in regards to this plat proposal. <br /> <br />Gaffron requested the Planning Commission discuss the issues raised for consideration and provide <br />direction to the applicant. <br /> <br />Landgraver asked how Glendale Cove was handled with the 50 percent versus the 15 percent lot coverage <br />standard. <br /> <br />Gaffron indicated Glendale Cove ended up with smaller lots and the floor area ratio was not subject to the <br />15 percent. Gaffron stated in his view that arrangement worked fine for that development. <br /> <br />Schwingler asked if Glendale Cove has a homeowners association. <br /> <br />Gaffron indicated to his knowledge there is not a homeowners association but there is a public road and <br />outlots. <br /> <br />Leskinen asked if Glendale Cove has city water. <br /> <br />Gaffron indicated the water was provided by Long Lake and that they also have city sewer that was tied <br />into the Hackberry system. <br /> <br />Thiesse asked if the trail easement would be located within the setback. <br /> <br />Gaffron indicated it would be over the 10-foot drainage and utility easement. <br /> <br />Thiesse asked if the City owns the road, whether the City would dictate where the road would be located <br />and whether there is a concern that it is below the crest of the vertical curve that is between two blocks. <br /> <br />Gaffron stated the City Engineer has made a number of recommendations but did not recommend whether <br />the road should be moved to the left or right. Gaffron stated one of the questions that could be asked is <br />whether it can be moved directly across, but given the location of the wetland, that is not possible. <br /> <br />McGrann asked if the houses would be smaller than the homes in Glendale Cove. <br /> <br />Gaffron indicated the applicant has plans for a style of house and size of house.
