MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Tuesday, January 21, 2014 <br />6:30 o’clock p.m. <br />_____________________________________________________________________________________ <br />  <br />Page 1 of 26  <br />  <br />ROLL CALL <br /> <br />The Orono Planning Commission met on the above-mentioned date with the following members present: <br />Acting Chair Kevin Landgraver, Commissioners Bruce Lemke, Loren Schoenzeit, and John Thiesse. <br />Representing Staff were Assistant City Administrator of Long-Term Strategic Planning Michael Gaffron, <br />Planning Coordinator Melanie Curtis, and Recorder Jackie Young. Mayor Lili Tod McMillan was <br />present. Commissioner Christopher McGrann arrived at 6:32 p.m., and Commissioner Jon Schwingler <br />arrived at 6:58 p.m. <br /> <br />Acting Chair Landgraver called the meeting to order at 6:30 p.m., followed by the Pledge of Allegiance. <br /> <br />CONSENT AGENDA <br /> <br />Schoenzeit moved, Lemke seconded, to approve the Consent Agenda as submitted. VOTE: Ayes 4, <br />Nays 0. <br /> <br />*1. APPROVAL OF PLANNING COMMISSION MEETING MINUTES OF NOVEMBER 18, <br />2013 <br /> <br />Schoenzeit moved, Lemke seconded, to approve the minutes of the Orono Planning Commission <br />meeting of November 18, 2013, as submitted. VOTE: Ayes 4, Nays 0. <br /> <br />OLD BUSINESS <br /> <br />2. #13-3636 LIXIAO WANG, 3059 FARVIEW LANE, VARIANCES, 6:34 P.M. – 7:00 P.M. <br /> <br />Lixiao Wang, Applicant, was present. <br /> <br />Curtis noted this application was reviewed by the Planning Commission at their October meeting. The <br />applicant at that time proposed a 12-foot addition to the attached garage. The Planning Commission <br />recommended the addition be reduced by half the depth and tabled the application. At the November <br />Planning Commission meeting, the applicant opted to propose a 9-foot addition, citing the need to <br />accommodate each of his vehicles. The Planning Commission questioned the applicant as to why the 9- <br />foot addition was proposed when they previously indicated there was support if the garage expansion was <br />reduced to six feet. The Planning Commission approved a motion to recommend denial of the applicant’s <br />9-foot addition. <br /> <br />Curtis stated the applicant appeared before the City Council at their December 13 meeting and was <br />subsequently tabled to allow the Planning Commission the opportunity to review the applicant’s latest <br />revision. <br /> <br />The applicant has since provided revised plans for the garage addition resulting in a 6-foot expansion of <br />the existing attached garage. Variances for hardcover, side yard setback, lake setback and average <br />lakeshore setback are requested. <br /> <br />The proposed garage addition as revised will encroach 4.7 feet into the required 30-foot side yard setback. <br />The garage portion of the home currently meets the 30-foot side setback.
