MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Tuesday, January 21, 2014 <br />6:30 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 22 of 26 <br /> <br />Schoenzeit recommended the Planning Commission approve the concept for boat club use only and any <br />expansion would need to come back before the Planning Commission and City Council. <br /> <br />Gaffron stated the applicant has indicated he intends to resolve this issue with the understanding that there <br />are other issues that need to be resolved with the site. Gaffron indicated he agrees with the suggestion <br />that before it is brought before the City Council, the applicant will need to provide additional detail on the <br />impacts to the floodplain and parking. <br /> <br />Landgraver noted on Page 7, one of the conditions of Staff is that tax parcels 5, 6, and 7 be combined, and <br />based on discussion tonight, it appears that just parcels six and seven is being recommended to be <br />combined, which would eliminate the 10-foot setback and not get into the zoning issues. <br /> <br />Gaffron stated Staff would also need to confirm that the easement that exists will handle the additional <br />portions of the system that are not on those two lots. <br /> <br />Landgraver noted another condition is that prior to permit issuance, the applicant will need to submit <br />adequate data to determine the volume of fill below 931.5’ and obtain any necessary permits from <br />MCWD. <br /> <br />Schoenzeit stated he would make the additional recommendation that this approval of the fueling system <br />is for boat club boats only, with verification of the impacts on the floodplain and parking, and that any <br />expansion of the use comes back to the Planning Commission and City Council. <br /> <br />Thiesse asked whether a stormwater management plan would also need to be submitted and who the <br />regulating authority would be for that. <br /> <br />Gaffron stated potentially Watershed District and MCWD permits would be required as well as a SWIFT <br />as part of the mechanical permit. <br /> <br />Gaffron asked Mr. Anderson whether he is also talking about an NPDES permit. <br /> <br />Anderson stated a stormwater plan would be required and that it might be the MPCA. Anderson noted <br />routine inspections of the underground storage tank would also be required. <br /> <br />Gaffron stated training of the operators would also be required in addition to the other requirements. <br /> <br />Thiesse stated it sounds like the Planning Commission would like a comprehensive plan showing <br />elevations, limits of excavation and implications to parking. <br /> <br />Kujawa asked why they are being limited to gas to boat club customers only. <br /> <br />Schoenzeit stated in his view the pump is not in the right location for retail and that it is not set up <br />currently for retail. Schoenzeit stated that additional work should be reviewed by the Planning <br />Commission before that occurs and that the applicant is not proposing that at this time. <br /> <br />Kujawa stated the dock reconfiguration would go through the LMCD and that he is looking for clarity on <br />what is being requested. <br /> <br />Item #01 - PC Agenda - * 02/18/2014 <br />Approval of Planning Commission Minutes 01/21/14 <br />[Page 22 of 26]
