MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, September 15, 2014 <br />6:30 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 51 of 59 <br /> <br />maintenance of the park going forward into the future and ways to ensure that the park and trails are <br />properly maintained. <br /> <br />Prchal stated in addition to all of that, due to the additional traffic on North Shore, she has a concern with <br />the speed of the vehicles, especially since there is zero shoulder space. There is also limited visibility <br />given the hills for pedestrians walking as well as cyclists. Prchal stated there is also the issue of the safety <br />of cars that need to stop or require assistance since there is no place to pull over. <br /> <br />Prchal stated as the City takes a look at what this development means for the community, she would <br />recommend that they look at not only the private property and the ability to sell those properties along <br />North Shore Drive, but that they should also take the time to look at the City infrastructure related to that <br />and in particular the size of the shoulders. <br /> <br />Rick Meyers, Park Commission Chair, stated it is a beautiful site where they are proposing the park but <br />that the main issue is money. Meyers stated the concept of a public/private partnership is an interesting <br />concept and asked whether $100,000 is a doable thing for the neighbors. <br /> <br />Johnson indicated it is. <br /> <br />Meyers stated he is hearing that the contribution from the developer would be $100,000 off of the park <br />dedication fee. <br /> <br />Hiller stated the lots are valued at least at $300,000 on the low end and that they would be willing to sell <br />the lot to the residents for $100,000 and then asking the City Council to consider a reduction of $100,000 <br />in the park dedication fees. <br /> <br />Meyers asked if they would also be contributing another $100,000 in addition to the reduction in the park <br />dedication fee. <br />Hiller stated they would be. <br /> <br />Meyers asked what the timeline is for the citizens to raise the money. <br /> <br />Item #01 - PC Agenda - 10/20/2014 <br />Approval of Planning Commission Minutes 09/15/2014 <br />[Page 51 of 59]
