MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Tuesday, February 17, 2015 <br />6:30 o’clock p.m. <br />_____________________________________________________________________________________ <br />  <br />Page 6 of 11  <br />  <br />Landgraver asked if there should be a cap placed on the length of the panel or the size of the finial. <br />Gaffron stated the width of the finial is based on the panel width. <br /> <br />Lemke asked if it should be based on the post width. <br /> <br />Curtis asked what the largest post is that could be used. <br /> <br />Thiesse stated it could be 24 inches. <br /> <br />Landgraver stated a maximum number might be a better way to go. <br /> <br />Leskinen asked if it should be 10 percent of an 8-foot wide panel. <br /> <br />Gaffron suggested a maximum finial width of ten inches. <br /> <br />Lemke asked if it could be ten inches high as well. <br /> <br />Gaffron indicated 10 percent of a 6-foot high fence is about seven inches. Gaffron stated the last thing the <br />City needs to be doing is designing someone’s fence, but that they should put some standards on it. <br /> <br />Leskinen stated she does not want to micromanage the fence design since it will be difficult to enforce. <br /> <br />It was the consensus of the Planning Commission to not exceed 10 percent in height of the post for the <br />finial, with a maximum width of 10 inches. <br /> <br />Thiesse stated as it relates to Item No. 4, he would recommend that it read as follows: “Fences within the <br />required side yard of a lakeshore lot shall not exceed six feet in height, and any portion located lakeward <br />of a line drawn between the most lakeward projection of the fence, etc.” Thiesse stated in his view the <br />use of the term fence average lakeshore setback line will be confusing for the average property owner <br />since the City has another average lakeshore setback line. <br /> <br />Thiesse stated as it relates to Item 5, the City issues certificates of occupancy prior to the establishment of <br />turf. <br /> <br />Curtis indicated it would be a temporary certificate of occupancy and not a final. <br /> <br />Lemke asked if there is a minimum fence height. <br /> <br />Gaffron stated the City does not have a minimum fence height. <br /> <br />Lemke asked if anything six inches and over would be considered a fence. <br /> <br />Thiesse noted bioretention logs are included under fence materials. <br /> <br />Gaffron stated Item No. 5 is talking about permanent fences with the exception of e.3. <br /> <br />Item #01 - CC Agenda - 03/16/2015 <br />Approval of Planning Commission Minutes 02/17/2015 <br />[Page 6 of 11]
