COUNCIL MEETING <br /> . , <br /> Y JaN 1 � za�� <br /> REQUEST FOR COUNCIL ACTION CITY OF ORONp <br /> DATE: January 13, 2014 <br /> ITEM NO: 3 <br /> Department Approval: Administrator Reviewed: Agenda Section: <br /> Name Jesse Struve Public Works Director' <br /> Title Public Works Director/City Engineer City Engineer's Report <br /> Item Description: Public Hearing - Green Trees R ad Sanitary Sewer Extension - Resolution <br /> List of Exhibits <br /> A- Feasibility Report <br /> B- CD with Construction Plans and Specifications <br /> C- Resolution Approving the Green Trees Road Sanitary Sewer Extension Project <br /> At the July 22"a City Council meeting, residents on Green Trees Road petitioned the City to do a <br /> feasibility report to extend a sanitary sewer stub down Green Trees Rd to serve the existing 6 <br /> properties which access through Green Trees Rd. <br /> All of these properties are currently served by private septic systems which were installed between <br /> 1980-1989 and one of the properties has a non-compliant system. All of these properties are <br /> currently included in the Metropolitan Urban Service Area(MUSA) so they are allowed to connect to <br /> the sanitary sewer system if available. <br /> Bolton and Menk finalized the feasibility report at the end of August and the City sent all of the <br /> properties copies of the report and hosted a neighborhood meeting on September 5, 2013. Staff <br /> presented the findings of the feasibility report and answered questions from the attending residents. <br /> On September 16, 2013, the City received a letter stating 4 of the 6 properties were in favor of the <br /> extension, one property was undecided, and one property was against the property. I did receive a <br /> phone call from Chris Cox (acting as power of attorney) who represented the undecided property. <br /> This property is currently for sale and has a non-compliant system. After our conversation Mr. Cox is <br /> now in favor of pursuing the sanitary sewer project. <br /> On October 9`", the residents submitted the same letter previously submitted on September 16, but <br /> included the signatures from 5 of the properties. Since this letter was submitted, I had a phone <br /> conversation with David Ryerese (1520 Green Trees Rd) who told me he is now in favor with <br /> moving forward with the project. <br /> Therefore, all 6 property owners are supportive of moving forward with the project. The residents <br /> are fully aware that by supporting this project they will be charged all costs associated with installing <br /> a sanitary sewer forcemain and stub to their properties. These costs include all engineering costs for <br /> the design and construction administration for the project. <br /> There are a number of the property owners who would want to explore assessing their properties over <br /> a 10 year period. At the neighborhood meeting, I presented I did not know what the interest rate <br /> would be, but it historically has been between 4.5-6.5%. I spoke with Finance Director Olson and <br />
