EDWARDS, PE �/ <br /> SUBJECT: WATERTOWN ROAD RECONSTRUCTION—SHARED WITH LONG LAKE <br /> DATE: FEBRUARY 23, 2014 <br /> List of Exhibits <br /> A- Watertown Road Engineer Estimate, WSB January 20, 2015 <br /> B- Watertown Road Map <br /> 1. Purpose. The purpose of this memorandum is get initial guidance for Staff to coordinate with Long <br /> Lake City Staff to develop a joint powers agreement for reconstructing Watertown Road between Willow <br /> and Brown Roads. <br /> 2. Background. Watertown Road is a Collector road for the City of Orono. From Willow Road to <br /> Brown Road responsibility for its care is shared with the City of Long Lake due to the alignment of the <br /> cities' boundaries. Orono owns 29.5%of the road surface by square footage along this stretch of road <br /> with Long Lake owning the remainder. Long Lake is proposing to rebuild this section of the road in 20]6 <br /> and is looking to partner with Orono to do so. Long lake is considering a complete rebuild of the road <br /> because they may replace all of the utilities that currently run under this section of Watertown Road. <br /> Orono does not have any utilities under this section of Watertown road. If agreed, Long Lake would lead <br /> and manage the project with Orono contributing financially. <br /> 3. Cost. The total estimated cost to rebuild this section of Watertown Road is $],487,462 (See Exhibit A). <br /> The cost includes the roadway reconstruction, storm water improvements and storm water management <br /> associated with the project. The costs also include 15%contingency and 28% indirect costs(which <br /> includes engineering fees and construction oversight fees). There are several courses of action Orono can <br /> use to calculate its contribution. Orono will be using a reclamation process on the rest of Watertown <br /> road, so it would be reasonable to assume the City would do the same on this section and therefore could <br /> use this as a basis for cost share calculations. Funding. The project could be budgeted for 2016 with the road surface improvements coming from <br /> the pavement management fund (if funded) and the storm water work coming from the Storm Water <br /> fund. <br /> 5. Timing. The Long Lake Engineer proposed the following schedule. Since Long Lake is looking at <br /> using the 429 Assessment process they need to begin the process this spring in order to start construction <br /> in 2016. <br />
