The purpose of this memorandum is get initial guidance from the City Council on a way <br /> forward for reconstructing Baldur Park Road. <br /> 2. Background. Baldur Park Road is 1000 ft long bituminous low volume residential road(Exhibit B). <br /> In 2014 it received pavement condition rating of 46 out of 100. Roads with PCIs in this range require <br /> reconstruction. In 2014 Baldur Park Road experienced sustained flooding further deteriorating its <br /> condition. In 2014 the residents of Baldur Park Road petitioned the City to have their road rebuilt <br /> (Exhibit C). In 2014 the City submitted for and received funding from FEMA to restore the section of <br /> road impacted by the flooding. <br /> 3. Cost. The total estimated cost to rebuild Baldur Park Road is $233,917. See Exhibit A. <br /> 4. Funding. The project could be funded with a combination of the FEMA funds provided and utilize <br /> remaining 2014 General Fund Balance. <br /> Fundin Source Amount <br /> FEMA $ 59,223 <br /> General Fund Balance $ 174,694 <br /> TOTAL $223,917 <br /> 6. Timing. The funds provided by FEMA are required to be used within 18 months of their approval. <br /> The upcoming 2015 construction season is the best opportunity to use the FEMA funds within the <br /> designated window.
