The public is invited to address the council regarding <br /> any item on the regular agenda at the time the agenda <br /> item is up for discussion and before any motion or vote <br /> is taken . If your topic is not on the agenda , you may <br /> speak during the Public Comments section . This is an <br /> opportunity for the public to address matters not on the <br /> agenda . The council will not engage in discussion or <br /> take action on items presented at this time . However , <br /> the council may refer issues to staff for follow up or <br /> consideration at a future meeting .
