MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,March 9,2015 <br /> 7:00 o'clock p.m. <br /> (12. #15-3708 CITY OF ORONO—AMEND ZONING CODE SECTION 78-1405(A)(8)— <br /> STANDARDS FOR FENCES AS A NON-ENCROACHMENT,continued) <br /> Walsh stated the other item he would like to add is that anybody who has an existing fence can rebuild or <br /> replace with a like,kind existing fence.Walsh stated in his view that would be fair. Walsh noted there is <br /> also a state statute that talks about that someone can rebuild with a like,kind structure, and that he would <br /> like to include that in the fence ordinance as well. <br /> Mattick stated that is state law and that someone does have the right to replace something in like,kind and <br /> quality. <br /> Gaffron stated that can be added and that he would like to bring the draft ordinance back in two weeks. <br /> Printup moved,Levang seconded,to table Application No. 15-3708,City of Orono,Amend Zoning <br /> Code Section 78-1405(a)(8)—Standards for Fences as a Non-Encroachment. VOTE: Ayes 5, <br /> Nays 0. <br /> 8:00 P.M.—HRA ANNUAL MEETING <br /> HRA meeting was held after Item No. 19. <br /> PUBLIC WORKS DIRECTOR/CITY ENGINEER'S REPORT <br /> 13. WATERTOWN ROAD AND STUBBS BAY ROAD <br /> Edwards noted earlier today he sent the City Council a copy of some of the cost estimates for the <br /> upcoming road projects. Edwards stated on the agenda tonight is Phase I of Watertown Road from <br /> Stubbs Bay to Old Crystal Bay and then Stubbs Bay to Watertown Road South. The City Council <br /> discussed last October that the project would be broken up into different phrases. At that meeting the <br /> City Council approved engineering services for surveying,design,and bidding of reconstruction by <br /> reclamation of Stubbs Bay Road. <br /> Edwards indicated he has a couple of revised numbers from what was included in the packet based on <br /> some information recently received from Bolton&Menk. The estimated costs for doing the section of <br /> Stubbs Bay Road from Watertown Road to Bayside Road is$382,360, and the estimate for Watertown <br /> Road from Stubbs Bay to Old Crystal Bay Road is$824,200. The revisions increased the number a little <br /> bit for Watertown Road and decreased it for Stubbs Bay Road,which resulted in the overall cost going <br /> down slightly. <br /> Edwards stated Watertown Road is an MSA eligible road but Stubbs Bay Road is not eligible for MSA <br /> funding. The funding sources for this project include$969,505 in MSA funding. Resources could also <br /> be allocated from other funds, such as the General Fund Reserve,which currently has$346,071,and the <br /> Permanent Ixnprovement Revolving Fund,which has a balance of$820,000. Both of these projects also <br /> include stormwater management and that portion of the project could come out of the City's stormwater <br /> funding. <br /> Page 33 of 43 <br />
