Planning Commission Memo and Exhibits dated 2/12/2015 <br /> Summary of Request: The proposed amendment is intended to clarify how fence height is <br /> measured; to address the permanence of fencing materials; and to establish standards for the use <br /> of temporary fences. Additionally, the average setback applicable to fence construction on <br /> lakeshore lots is clarified. <br /> Planning Commission Recommendation: On 1/20/2015 the Planning Commission held a <br /> public hearing on the proposed amendment with no public comments forthcoming. The item <br /> was tabled upon staff recommendation as it was determined that the draft ordinance was � <br /> incomplete and there were specific changes requested by the Planning Commission. A revised <br /> draft ordinance was reviewed at a second public hearing held 2/17/2015. Planning Commission <br /> made some revisions to the text and voted 5-0 to recommend approval. <br /> Staff Recommendation: Staff recommends adoption of the attached ordinance as revised by <br /> the Planning Commission. Due to the length of the ordinance, a Summary Ordinance is also <br /> included for publication. <br /> The proposed revisions in a nutshell are as follows: <br /> 1) Add a sentence to clarify how fence height is measured; <br /> 2) Add standards for allowing excess height for decorative fence elements(post finials); <br /> 3) Clarify the concept of average setback as it pertains to fences on lakeshore lots; <br /> 4) Clarify how fence heights are limited on non-standard lakeshore lots; and <br /> 5) Add language regarding fence materials and use of temporary fences. <br /> Please review the Planning Commission Memo and Exhibits and the draft February 17 PC <br /> minutes for additional background <br />
