#14-3700 Amend Section 78-1379 <br /> November 13,2014 <br /> Page 3 <br /> 1) Encourage the use of alternative energy systems that have a positive impact on <br /> energy production and conservation while not having an adverse impact on the <br /> community. - <br /> 2) Define in detail the various types and elements of alternative energy systems to <br /> minimize any lack of clarity as to what systems are being regulated. <br /> 3) Establish for each type of system what potential negative neighborhood impacts <br /> might be created by that system, and define appropriate measures for avoiding or <br /> minimizing those impacts. Those impacts might include: <br /> a. Visual impacts, due to blocking views, color, glare, light in motion such as <br /> flickering or blinking, blight on the landscape, lack of maintenance, etc. <br /> b. Noise or vibration impacts. <br /> c. Impacts from heat emissions. <br /> d. Environmental impacts from waste materials or leakages. <br /> e. Impacts of construction/installation process <br /> f. Impacts of ongoing associated activity (such as frequent activity for <br /> maintenance purposes, for example) <br /> g. Impacts to wildlife <br /> In reviewing the potential neighborhood impacts of various alternative energy systems, the <br /> following list of potential measures to mitigate or avoid impacts was considered: <br /> - Establishment of the defined types of systems that are allowed or prohibited <br /> - Establishment of appropriate locations for each type of alternative energy system to <br /> ensure that negative impacts to the community aze minimized or avoided. Address <br /> location in terms of: <br /> a. allowed or prohibited locations in terms of zoning districts or other demarcation, <br /> such as within easements or wetland areas; <br /> b. minimum size of property; <br /> c. minimum setbacks from property boundaries, and/or from offsite residences <br /> - Establishment of standard procedures for construction process to minimize impacts of <br /> access,materials storage, erosion or other land disturbance, etc. <br /> - Establishment of system design or performance standards that would eliminate the <br /> potential for the impacts noted above, such as standards for height, system size or <br /> capacity, physical location in relation to attachment to the ground or to structures, <br /> location of associated mechanical equipment, use of screening, visual aesthetics, safety, <br /> etc. <br /> - Establishment of standards for system abandonment <br /> - Establishment of permit requirements <br />
