Residential wind turbines in accordance with the standards in <br /> this section are permitted accessory uses on lots at least 10 acres in gross area <br /> within the RR-1 A and RR-1 B Rural Residential zoning districts. Wind energy <br /> conversion systems are not permitted in any other zoning districts. <br /> (b) Standards. <br /> 1. Number. No more than one wind energy conversion system is permitted per <br /> parcel. <br /> 2. Height. In the RR-1 A and RR-1 B zoning districts, a m�imum hub height of <br /> 30 feet is allowed as a permitted accessory use. <br /> 3. Blade length. A maximum blade length of 15 feet is permitted. <br /> 4. Clearance. The minimum distance from the ground for the lowest point of a <br /> blade or any other moving part shall be 12 feet. <br /> 5. Roof mounting. Roof or wall mounted wind turbines aze not permitted. <br /> 6. Setbacks. The base of the wind turbine tower sha11 be set back at least 300 <br /> feet from a11 property lines. Wind energy conversion systems sha11 not be <br /> installed in the front yard of any lot or in the side yard of a corner lot <br /> adjacent to a public right-of-way. Wind energy conversion systems shall not <br /> be located more than 150 feet from the principal structure on the property. <br /> 7. Easements. Wind energy systems shall not encroach on public drainage, <br /> utility roadway or trail easements. <br /> 8. Noise. Wind energy systems shall comply with Minnesota Pollution Control <br /> Agency standards outlined in Minnesota Rules Chapter 7030 at all property <br /> lines. <br /> 9. Screening. Wind energy conversion systems are exempt from the screening <br /> requirements for the district in which they are located. <br /> 10. Aesthetics. All portions of the wind energy system shall be a nonreflective <br /> surface, with non-obtrusive color, subject to the approval of the City <br /> Administrator or his/her designee. Only monopole towers are permitted. The <br /> appearance of the turbine, tower and any other related components shall be <br /> maintained throughout the life of the wind energy system pursuant to <br /> industry standards. Systems shall not be used for displaying any advertising, <br /> nor for other uses including but not limited to cell phone antennas, flags, ham <br /> radio antennas, etc. Systems shall not be illuminated. <br /> Page 2 of 4 <br />
