Because tl�e property is guided in the CMP for singie family residential use at a <br /> density of up to 3 units per acre, use, the property should be rezoned consistent <br /> with tlie intended and guided use. The most appropriate zoning for the intended : <br /> use is RPUD, Residential Planned Unit Development District. <br /> 6, This proposed SFR development for 7 new homes has an average contiguous dry � <br /> buildable lot area vf just aver 16,000 s.f. with individual gross lot areas ranging � <br /> froni 0.42 acre to 0.94 acre. This is consistent with tYze general range of lot sizes ; <br /> in the sunounding neighborhoods. ' <br /> 7. The property is 4.92 acres in total area of which 3.b8 acres is ctry buildable. Per <br /> Zoning Code Section 78-626(1) rezoning to RPUD is limited to properties of at <br /> least 5 acres in total area unless the CounciI finds the existence of at least one of <br /> four factors in support of RPUD development, The Council f nds that the <br /> Property is directly adjacent to the Glenda3e Cove development which has been <br /> developed previously as RPUD, and the proposed development will be perceived <br /> as and will fimction as an extension of that previously approved development. <br /> 8. Rezoning tlie property to RPUD Residential Planned Unzt Developznent is <br /> apprapriate based on the proposed density and nature of the proposal, wliich <br /> meets the following general purposes of the RPUD District: <br /> - incorporates flexibility in land development and redevelopment in arder to <br /> utilize new tecl�tuques of bttildin.g design, construction and land <br /> development; <br /> - incorporates energy conservation through the use of clustering of , <br /> buildings and land; <br /> - preserves desirable site characteris�ics and open space and pratects • <br /> sensitive environmental featlues, including sensitive wetland areas; <br /> - provides design campa�ible with surround'zng land uses, including both <br /> existing and planned; <br /> - results in development compatible with the densities of residential housing <br /> located in die immediate area, inciuding the Hackberry and Glendale Cove <br /> neighborhoods of Orono and the Glendale Drive area in Long Lake; and <br /> - yields development which is consistent with the Comprehensive Plan. <br /> Page 3 of 13 <br />
