SW8�DT Fee Review <br /> December 1, 2014 <br /> Page 9 <br /> Summary of SW&DT Fee Issues to be Resolved <br /> 1) A definition of `new development' should be drafted applicable to administration <br /> of the SW&DT fee ordinances. <br /> 2) Need to reconsider the existing methodology for apportioning the stormwater fee <br /> burden befinreen large lots and small lots, and eliminate inequities or perceived <br /> inequities. <br /> 3) In order to begin charging the SW&DT fee for redevelopment, the parameters for <br /> calculating that fee need to be revised. For instance, review how the fee relates <br /> to hardcover levels and hardcover increases or decreases, as well as the use of <br /> BMPs to minimize runoff leaving the site. <br /> 4) Provisions should be established and documented in the Code with regard to <br /> past and future payments of the SW&DT fees. Establish standards defining how <br /> past fees paid are credited for future development of a site. <br /> 5) Examine how the fee takes into consideration on-site stormwater improvements, <br /> and consider adopting standards for fee credit for off-site improvements <br /> 6) Need to analyze whether the triggers for charging the SW&DT fee for both new <br /> development and redevelopment are 1) clear and 2) appropriate; if not, then fix. <br />
