Water drains towards the south side of the property and enters a <br /> culvert that carries the water directly to the lake. A management pond will treat <br /> much of the water before leaving the site. <br /> 9. County staff has indicated the operations would reduce noise to surrounding <br /> neighborhoods and eliminate the salt and sand transported by stormwater runoff to <br /> the adjacent wetlands. The wetlands drain into a storm sewer pipe and are routed <br /> to Lake Minnetonka. <br /> 10. Due to the proposed buildings capacity, Hennepin County has estimated <br /> approximately 60 round trip truck runs annually would be eliminated and the <br /> salt/sand operations would occur during daytime hours. Without indoor storage the <br /> County is required to make deliveries on a 24 hour schedule during snowfall <br /> events. <br /> 11. The Council fmds that the conditions existing on this property are peculiar to it and <br /> do not apply generally to other property in this zoning district; that granting the <br /> variance would not adversely affect traffic conditions, light, air nor pose a fire <br /> hazard or other danger to neighboring properties, would not merely serve as a <br /> convenience to the applicant, but is necessary to alleviate a demonstrable hardship <br /> or difficulty; is necessary to preserve a substantial property right of the applicant; <br /> and would be in keeping with the spirit and intent of the Zoning Code and <br /> Comprehensive Plan of the City. <br /> 12. The Ciry Council fmds that granting a conditional use permit for land alteration for <br /> pond construction will not be detrimental to the health, safety or general welfare <br /> of the public, would not adversely affect light, air nor pose a fire hazard or other <br /> danger to neighboring property, nor�will its use depreciate sunounding property <br /> values and that the proposed level of use of the property will be in keeping with the <br /> intent and objectives of the Zoning Code and Comprehensive Plan of the City. <br /> Page 4 of 8 <br />
