(11) Conforms to all requirements of this chapter unless a variance has been granted. <br /> (12) Incorporates efforts to conserve energy whenever practical. <br /> (Ord. No. 68 3rd series, § 11, 2-8-2010) <br /> Sec. 78-146.-Conditions. <br /> The city council or the planning and zoning coordinator may impose conditions in granting approval <br /> of a site plan review to promote the intent of this division and to protect adjacent properties. <br /> (Ord. No. 68 3rd series, § 11, 2-8-2010) <br /> Sec. 78-147.-Security agreement. <br /> Before issuance of any permit, a letter of credit or cash deposit shall be supplied by the owner <br /> guaranteeing completion of required site improvements. The amount of the security shall be 125 percent <br /> of the estimated cost of the improvements other than the building. <br /> (Ord. No. 68 3rd series, § 11, 2-8-2010) <br /> Sec. 78-148. -Specific project. <br /> A site plan review approval shall be valid only for the project for which approval is granted. <br /> Construction of all site elements shall be in compliance with the plans and specifications approved by the <br /> city council or the planning and zoning coordinator. <br /> (Ord. No. 68 3rd series, § 11, 2-8-2010) <br /> Sec.78-149.- Lapse of approval. <br /> Unless otherwise specified by the city council or the planning and zoning coordinator, a site ptan <br /> review approval shall become null and void one year after the date of approval, unless the property owner <br /> or applicant has substantially started the construction of any building, structure, addition or alteration, or <br /> use requested as part of the approved plan. <br /> (Ord. No. 68 3rd series, § 11, 2-8-2010) <br /> Sec.78-150.- Building code. <br /> The review and approval of site improvements pursuant to the requirements of city adopted building <br /> and fire codes shall be in addition to the site plan review process established under this division. Site plan <br /> review approval does not imply compliance with the requirements of the building and fire codes. <br /> (Ord.
