The proposed addition is not visually obtrusive, will not adversely impact adjacent <br /> properties and is compliant with the zoning code. <br /> Re: Items 6, 7, and 8. These criteria essentially ask whether the proposed improvements are <br /> appropriate and in character with the surrounding land and neighborhood. Staff believes the <br /> proposed addition to the existing building will not intensify the existing equipment and vehicle <br /> activity on the property and will have little if any impact on the surrounding neighborhood. The <br /> exterior materials used in the addition will be finished with precast concrete panels with a sand <br /> blasted/exposed aggregate finish that will be colored to look consistent with the existing building. <br /> The addition is to be constructed over existing hardcover and will have no stormwater impacts. The <br /> previous improvements approved for this site in 2000 resulted in the installation of the existing <br /> stormwater pond in the southeast corner of the property. <br /> Re: Item 9. This standard requires that the proposed use must not substantially impair the use and <br /> enjoyment of the property in the area or have an adverse impact on the property values in the area <br /> when compared to the impairment or impact of generally permitted uses. The proposed addition to <br /> the building will have limited new impacts in terms of use of the site, and there should be little <br /> change in the use and enjoyment of adjacent properties. <br /> Re: Item 13. This standard requires that the addition be designed to take into account the natural, <br /> scenic, and historic features of the area and to minimize environmental impact. The proposed <br /> addition will result in no grading and will be constructed over existing hardcover, and as a result will <br /> have minimal if any environmental impacts. <br /> Site Plan Review <br /> The proposed addition will result in almost no change to the site layout or site usage. The addition <br /> will not result in significant changes to access to the building or vehicular traffic patterns within the <br /> site.The existing site plan is in compliance with past approvals. The additional overhead door for the <br /> portion of the addition slated for vehicle storage is facing into the site to the south and should not <br /> impact properties to the north. <br /> In December, the applicants applied for an erosion control permit from the Minnehaha Creek <br /> Watershed District (MCWD). Issuance of all MCWD permits will be a requirement of the City building <br /> permit. <br /> Staff Discussion <br /> The site plan review approval will formalize the change from nonstructural to structural hardcover. <br /> The proposed addition to provide additional office, storage and locker room space will not result in a <br /> notable intensification of the site as the vehicle and equipment use on the site will not increase. The <br /> proposal should have virtually no negative impacts to adjacent properties nor will there be negative <br /> impacts in terms of stormwater or site usage. Staff would recommend that future requests to <br /> increase the hardcover on the site not be approved. <br /> The Building Official, Fire Marshal, and City Engineer will review the construction plans at the time of <br /> the building permit. <br /> Issues for Consideration <br />
