• Monitor land use planning in adjacent cities,and identifies issues and trends that could impact <br /> Comprehensive Plan amendments,zoning changes,and development proposals. <br /> • Provide guidance and monitor activities of the Planning Commission. <br /> • Review current development proposals for compliance with codes and ordinances. <br /> • Visit sites to gather information for projects. <br /> • Respond to public inquiries concerning City land use plans, policies,and ordinances and <br /> development review procedures in a positive and courteous manner. <br /> • Meet with developers,architects,and engineers to evaluate current development review <br /> proposals. <br /> • Responsible for the preparation of recommendations, background reports, documents and <br /> presentations to the Planning Commission,City Council and others as appropriate. <br /> • Review and research existing ordinances in order to identify inadequacies and determine need <br /> for amendments or new ordinances. <br /> • Plan and coordinate the process for the periodic update of the Comprehensive Plan,and provide <br /> staff leadership to ensure the Comprehensive Plan update is completed in a thorough and <br /> timely manner. <br /> • Insure the maintenance of accurate and complete records of departmental activities related to <br /> licenses, permits,development projects and special studies,and the production of related maps <br /> and diagrams. <br /> • Attend City Council meetings and present reports effectively. <br /> • Serve as member of the city's management team. <br /> • Develop an annual budget covering all functions of the Building and Planning Department,and <br /> monitor expenditures to ensure compliance with the budget. Assure effective and efficient use <br /> of budgeted funds, personnel, materials,facilities and time. <br /> • Carry out supervisory responsibilities of staff in accordance with the City's policies and <br /> applicable laws. <br /> • Administer grants and apply for new grants and awards as apparent or assigned. ' <br /> • Perform other duties and responsibilities as apparent or assigned. <br /> REQUIRED KNOWLEDGE AND ABILITIES: <br /> To perform this position successfully, an individual must be able to perform each essential function <br /> satisfactorily. The requirements listed below are representative of the knowledge,skills,and/or abilities <br /> required. <br /> • Thorough knowledge of planning and zoning techniques and principles. <br /> • Familiarity with engineering and building construction principles and concepts. <br /> • Ability to develop and maintain positive and effective working relationships with Council, <br /> Planning Commission,City staff,staff of other agencies, business organizations and the public. <br /> • Ability to organize and coordinate support from professional and technical staff, legal counsel <br /> and others as required ensuring successful completion of planning activities. <br /> • Computer skills including word processing, data base,GIS,spreadsheets,etc. <br /> • Knowledge of City,State and Federal laws and regulations. <br /> • Ability to organize and work on a variety of projects/tasks at the same time. <br /> • Knowledge and experience in directing and supervising the work of others. <br /> • Ability to provide adequate information and recommendations to City Council,supervisor and <br /> Planning Commission,which may be assessed by the consistency,thoroughness and timeliness <br /> with which staff reports are provided. <br /> • Ability to effectively communicate, both orally and in writing. <br />
