t / � • <br /> �� • '� ' 11685. 3A <br /> . , <br /> ORDINANCE NUMBER 22, SECOND SERIES <br /> AN ORDINANCE AMENDING ORDINANCE 5.25 S80iiS AND LARGE ASSEMBLIES <br /> AND 6.D8 PARADES AND SPECIAL EVENTS <br /> The City Council of Orono Orclains As Follows: <br /> Chapter 5.25 and 6.a8 of the Municipal Code of Orono is <br /> hereby amended to include, repeal and substitute as follows: <br /> , 6.88 PARAD�S AND SPECIAL EVENTS <br /> Subd. l. Definition. For the purpose of this Section, <br /> certain terms shall have the following meanings: <br /> A. "Parade" means any movement of vehicles, persons or <br /> animals, or any combination thereof, which either moves together <br /> as a body so as to impede or affect the free and unobstructed <br /> flow of vehicular or pedestrian traffic, or which moves so that <br /> some part thereof is in violation of one or more traffic laws or � <br /> regulations . <br /> B. "Special Event" means any marathon run, block party, <br /> fishing contest, parachute jump, hot-air balloon event, carnival, <br /> or any other activity or event which in some way impedes or <br /> affects the free and unobstructed flow of vehicular or pedestrian <br /> traffic, generates parking needs for more than 20 vehicles off <br /> site at any one time on residential streets, not .including a <br /> public access to Lake I�linnetonka, or requires the posting of "No <br /> Parking" signs to maintain compliance with traffic laws and <br /> regulations . <br /> Subd. 2. Permit required. A permit shall be obtained <br /> from the City by any person, corporation, or other entity who <br /> will be holding or sponsoring a parade or special event. <br /> Application for such permit shall be made to the City at least <br /> sixty (60) days in advance of the date on which the parade or <br /> special event is to occur unless waived by the Council. The <br /> applicant shall fill out a form provided by the City, stating the <br /> sponsoring organization or individual, the route or location, the <br /> time of commencement, termination and the general composition. <br /> The application shall be executed by the individual applying <br /> therefor or the duly authorized agent or representative of the <br /> sponsoring organization. The permit requirements set forth in <br /> this section apply in addition to any licensing requirements set <br /> forth in Section 5.25 of this ordinance. <br /> Subd. 3. Investigation. The City shall forthwith refer <br /> all applications for parades and special events to the Police <br /> Chief for the Chief's consideration. The Police Chief shall <br /> ' review each application within ten (10) days. If an application <br /> involves a State trunk highway, the Police Chief shall make <br /> necessary arrangements with the Minnesota Department of Public <br /> Safety for an alternate route or whatever may be necessary. If <br /> the Police Chief finds that such a parade or event will not cause <br /> a hazard to persons or property , will cause no great <br />
