Within thirty (30) days after verification by <br /> the Zoning Administrator that the required plan and <br /> supporting data is adequate , the Planning <br /> Commission shall hold a public hearing. <br /> d) . The Planning Commission shall conduct the <br /> hearing and report its findings and make <br /> recommendations to the City Council. Notice of the <br /> hearing shall consist of a legal property <br /> description, description of request, and be <br /> publishec7 in the official newspaper at least ten <br /> (10) days prior to the hearing and written <br /> notification of the hearing shall be mailed at <br /> least ten (10) days prior thereto to owners of land <br /> within three hundred fifty feet (350') of the <br /> boundary of the property in question. <br /> e) . The City may request additional information <br /> from the applicant concerning operational factors <br /> or retain expert testimony at the expense of the <br /> applicant concerning operational factors. <br /> f) . The Council may hold a public hearing after the <br /> receipt of the report and recommendations from the <br /> Planning Commission. If the Planning Commission <br /> fails to make a report within sixty (60) days after <br /> receipt of the appl ication, then the City Counci 1 <br /> may proceed without the report. The Council rnay <br /> approve the concept plan and attach such conditions <br /> as it deems reasonable. Approval shall require a <br /> four-fifths (4/5) vote of the entire Council. <br /> 3. Development Stage: Fol lowing general concept <br /> approval, if given, the applicant shall submit the <br /> development stage application and final plat. The <br /> applciation shall proceed and be acted upon in <br /> accordance with Section 10.53 Subd. 8(d) for zoning <br /> district changes. If appropriate because of the <br /> limited scale of the proposal , the concept stage <br /> and development stages may proceed simultaneously. <br /> 4.
