Because the wetland delineation is still under review with the MCWD <br /> the new elements of the plan cannot be permitted at this time. You have chosen to move forward with one of the in- <br /> kind timber wall replacements. On September 26, 2016 the City received a Building Permit application for only the in- <br /> kind replacement of a timber retaining wall. Staff conducted a preliminary review based on the information provided <br /> and recommends the following items be submitted or revised in order for your application to be considered complete <br /> and for the plan review to continue: <br /> 1. Certificate of Survey. Our engineer has reviewed the plans and survey: the Landscape Plan by Southview <br /> Design submitted does not conform to the City's survey/site plan requirements because the plan must be <br /> signed by a licensed professional; and a Lot Survey-Proposed Plan by E.G. Rud & Sons showing the proposed <br /> project was submitted; however it is not signed by the surveyor. We require plans to be certified by a licensed <br /> engineer,surveyor,or architect; one of these plans must be signed. <br /> 2. Escrow&Escrow Agreement. Permits involving grading and/or review by the City's engineer require submittal <br /> of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City <br /> for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee <br /> conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow <br /> amount for this project is $2,500. We acknowledge the receipt of$2,500 from Southview Design for the <br /> escrow but be aware per the City's policy the money will be refunded to the property owner. <br /> 3. Minnehaha Creek Watershed District (MCWD). In addition to the wetland delineation please contact the <br /> MCWD to see if your project may trigger any of their permitting requirements (i.e. erosion control). Please <br /> note, the City of Orono will not issue a permit without a copy of the MCWD permit or documentation stating <br /> the proposed project does not trigger any of their permitting requirements. Please advise them of your entire <br /> project. <br /> Regarding the remaining work (i.e. retaining walls under 4 feet, patios, stairs, sidewalks, etc), a Zoning Permit <br /> application (copy enclosed) with 2 additional copies of the Landscape Plan or Survey will be required to be submitted <br /> and approved in order to complete the remainder of the landscaping shown on the proposed Landscape Plan. We <br /> cannot combine permit plan sets. The Zoning Permit will be reviewed and approved once the MCWD has issued their <br /> Notice of Decision (NOD) on the wetland boundary. Please note, this approved boundary will need to be shown on a <br /> certificate of survey for the permit review. <br />
