Page 2 of 5 <br /> <br /> <br /> WHEREAS, the City is in the process of reviewing a development proposal <br />for the Property which would result in construction of 7 single family homes on 2.129 <br />currently developable acres for a net density for the site of 3.29 units per acre, which does not <br />achieve the 4-15 units per acre density for which the eastern half of the property is guided; <br />and <br /> <br /> WHEREAS, the City Council has reviewed the development proposal and <br />finds that it meets a number of goals for housing as established within the Housing element <br />of the CMP, including: <br />- Provides opportunities for a mix of housing types, locations, and cost ranges which <br />will meet the needs and provide adequate housing for a broader range of ages, <br />family groups, lifestyle needs and levels of income to the greatest extent practical. <br />- Provides housing types and residential densities consistent with environmental and <br />land use plans and with the availability of public services and facilities; and <br /> <br /> WHEREAS, the developer has made a formal application to the City for an <br />amendment of the CMP density requirements for this site in order to develop at the proposed <br />density; and <br /> <br /> WHEREAS, in light of the above noted facts the Orono Planning Commission <br />pursuant to published and written notice held a public hearing on July 18, 2016 and on a vote <br />of 6-0 recommended that the 2008-2030 Comprehensive Plan be amended to re-guide the <br />property from Mixed Use Residential (4-15 units per acre) to Medium Density Residential (3- <br />7 units per acre); and <br /> <br /> WHEREAS, the impact on Metropolitan Growth forecasts by re-guiding the <br />property for 3-7 units per acre and approving the proposed 7-unit development at 3.28 units <br />per acre is relatively minimal, resulting in an over all decrease of homes, 7 units from 10.22 <br />prescribed by existing density; and <br /> <br /> WHEREAS, with the proposed density reduction, the density within MUSA <br />service area in the city is less than 3.0 units per acre; and <br /> <br /> WHEREAS, development of Mixed Use areas identified in the 2008 <br />Comprehensive Plan will likely require redevelopment with developers and property owners <br />seeking densities higher than 4 units per acre to off-set the higher capital costs inherent with <br />redevelopment,
