Once Staff finds those revisions acceptable, this item will be brought back to the City Council for <br />final action on the revisions. <br /> <br />McMillan asked why only 300 feet of the road would be built. <br /> <br />Gaffron stated part of it has to do with a natural drainage break and that they are proposing to only build <br />the road up to the point where it drains to the south. The road could probably be 400 to 500 feet long but <br />Mr. MacMillan’s intent is to avoid having pavement all the way up to those lots. The road will also be <br />jogged so it would have less impact on the trees. <br /> <br />Walsh asked who was going to pay for the road originally. <br /> <br />Gaffron indicated it would be Mr. Stickney and that the City has a letter of credit from him. The road <br />going to Lot 2 would be a private drive and does not need to be built until the lot is developed. <br /> <br />Walsh asked how much that piece of road would cost. <br /> <br />Gaffron stated it would likely cost between $20,000 to $40,000. <br /> <br />George Stickney, BPS Properties, stated the reason that Mr. MacMillan purchased Lot 2 as well as Lot 1 <br />is that a driveway was going to be put into the outlot and that he did not want to see that happen. An <br />extensive amount of grading would also be needed to construct the cul-de-sac as currently proposed and <br />Mr. MacMillan did not want to see that happen as well as the center island with landscaping. <br /> <br />Stickney indicated they agreed in staff meetings that as the developer they should construct the road, <br />landscape it properly, and then build the pond so that if someone ever has to extend the road, it could be <br />done with a hammerhead since it will only service two properties. Stickney stated the possibilities of <br />getting one house built there are not very great and cannot be counted upon. Stickney stated as part of the <br />agreement they wanted to make sure the pond got constructed along with the first 300 feet of the road to <br />ensure the water drains properly. <br /> <br />Walsh asked how much it would cost to finish the cu-de-sac. <br /> <br />Stickney indicated approximately $50,000. <br /> <br />Walsh stated he would like to see the $50,000 put into a trust account of the City which could sunset after <br />ten years or so. <br /> <br />Stickney stated he will be out of the picture so it makes no sense for him to do that. Stickney stated the <br />idea behind this arrangement is conservation, and had this proposal been in front of him earlier, he would <br />not have suggested constructing the cul-de-sac or the road. Stickney stated the driveway extending to <br />Lot 2 would cost approximately $15,000 and could be handled by the next owner of the property.
