Background. The City of Orono holds a Municipal Separate Storm Sewer System (MS4) permit <br />under the National Pollutant Discharge Elimination System (NPDES) program for operation of <br />the City’s stormwater drainage system. The NPDES is a national regulatory program under the <br />jurisdiction of the US Environmental Protection Agency (EPA), and is administered at the State <br />level by the Minnesota Pollution Control Agency (MPCA). <br /> <br />2. Requirement. A requirement of the permit is that an Annual Report be prepared and submitted <br />to the MPCA. Staff has prepared the report, and will submit to the MPCA after this meeting. <br />One component of the report is that the City must hold a Public Meeting. The meeting must <br />provide a summary of the City’s Storm Water Pollution Prevention Program (SWPPP), the <br />activities of the City for the past calendar year in regards to the permit requirements, and must <br />afford the opportunity for public input and comment. <br /> <br />3. Action. There will be a short presentation as part of the public hearing. <br /> <br />COUNCIL ACTION REQUESTED: <br /> <br />Conduct a public hearing to receive public input and comments regarding the City of Orono’s <br />SWPPP.
