MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, October 27, 2014 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br /> Page 2 of 32 <br />Levang moved, Printup seconded, to adopt RESOLUTION NO. 6454, a Resolution for the <br />Collection of Delinquent 2014 Water and Sewer Utility Charges, Recycling Program Fees, On-Site <br />Sewage Treatment (Septic) Program, Storm Water Charges. VOTE: Ayes 3, Nays 0. <br /> <br /> <br />4. CERTIFICATION OF UNPAID SERVICE CHARGES – RESOLUTION NO. 6455 <br /> <br />Olson stated this is similar to the delinquent water and sewer utility charges but are bills that were sent to <br />citizens to notify them of unpaid service charges. <br /> <br />Mayor McMillan opened the public hearing at 7:08 p.m. <br /> <br />There were no public comments. <br /> <br />Mayor McMillan closed the public hearing at 7:08 p.m. <br /> <br />Levang moved, Printup seconded, to adopt RESOLUTION NO. 6455, a Resolution for the <br />Collection of Delinquent Development and General Service Bills. VOTE: Ayes 3, Nays 0. <br /> <br /> <br />5. CERTIFICATION OF HAZARDOUS BUILDING COSTS – RESOLUTION NO. 6456 <br /> <br />Olson stated in 2013, the City Council passed a resolution approving a demolition order for the removal <br />of a hazardous building located at 2740 Shadywood Road. The building has been removed and the Court <br />has approved $11,600 as the amount of expenses that can be certified to the property for collection. <br /> <br />McMillan opened the public hearing at 7:09 p.m. <br /> <br />Elaine Pagonis stated she is the owner of the property located at 2740 Shadywood Road. Pagonis asked <br />what the 14-month interest charge is that is reflected in the City’s letter dated September 20. <br /> <br />Olson stated interest on a special assessment runs from the date that it is adopted by the City Council, <br />which is tonight. <br /> <br />Pagonis asked when it will be assessed on her taxes. <br /> <br />Olson indicated it would be split evenly between the spring and fall, 2015, tax statements. <br /> <br />Pagonis asked who removed the pilings out of the lagoon. <br /> <br />Mattick indicated the City contracted to have that work performed but that he does not recall the name of <br />the contractor off hand. Mattick stated the contractor’s name would be attached to the affidavit sent to <br />Ms. Pagonis. <br /> <br />Pagonis asked when the pilings were removed. <br /> <br />Mattick stated to his understanding it was in August or September but that exact information can be <br />provided.
