MINUTES OF THE <br />ORONO CITY COUNCIL <br />Monday, June 23, 2014 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> Page 8 of 30 <br /> <br />(PUBLIC COMMENTS, Continued) <br /> <br />Loftus asked what the cost of the sand is. <br /> <br />Johnson stated her cost is usually $18 per yard but that she put in her budget $25 per yard since it is <br />possible the sand companies may raise their prices. Johnson stated she would recommend a not-to-exceed <br />amount for the sand. <br /> <br />Loftus stated she would recommend $4,000 for emergency expenditure consisting of a berm on Baldur <br />Park Road, with the sand bags being dealt with separately. <br /> <br />Printup moved, Levang seconded, to allocate funds not to exceed $4,000 towards the water <br />emergency on Baldur Park Road. VOTE: Ayes 3, Nays 0. <br /> <br />Kent Roth, Baldur Park Road, noted there was a meeting this morning with City Staff and that it was <br />pointed out that in the middle of this flooded area there is water from the lakeshore all the way to the <br />street. Roth stated he would encourage the City to also think about the water that will go around the berm <br />and how that should be addressed and whether extra money should be allocated for that aspect of the <br />project. Roth stated he understands as a homeowner he also has some responsibility for the expenses but <br />that the water that will go around the berm will need to be addressed in some fashion. Roth stated <br />building a berm simply on the street will not solve all of the problems, which have been pointed out to <br />Lyle. <br /> <br />McMillan stated the idea was to get started with the plan that was developed today and that the Public <br />Works Department could review that. <br /> <br />Johnson indicated on the left there is one driveway where they have received approval to go up about 20 <br />feet, but that they are also talking about a berm on the right and access to the homes. Johnson pointed out <br />the location of the berm and noted the water level is three inches under the top of the berm. Johnson <br />stated if there are any boats or vehicles that go near this area, that water will go over the berm. Johnson <br />stated she is not sure how to address the residences outside of sandbags and that the situation is somewhat <br />beyond her level of expertise. <br /> <br />McMillan commented this is somewhat of an experiment and that she is hopeful the berm will help <br />alleviate the situation somewhat. McMillan noted there is water coming from both sides and that the <br />elevation is relatively the same on both sides as well. <br /> <br />Printup asked if Staff has explored what other options could be pursued and whether this area could be <br />declared a disaster area. <br /> <br />Loftus stated half of the counties in the state have been declared by Governor Dayton as a state of <br />emergency. <br /> <br />Bill Arons, 1412 Baldur Park Road, stated the water is coming from both the north and south side, and <br />that pumping the water out to the south side of the road should take care of the problem unless there is <br />another rain storm in the next week or so. <br /> <br />
