MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, June 9, 2014 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br />  <br />Page 9 of 22  <br />  <br />(7. #14-3654 JOHN BESSESEN ON BEHALF OF DAVID DELANEY – “2500 KELLY <br />AVENUE – SKETCH PLAN, Continued) <br /> <br />Printup asked if this would be out of the ordinary with the rest of the neighborhood. <br /> <br />Gaffron indicated it would be similar to what is across the street and it would also be similar to Stonebay. <br />Gaffron stated it would likely be a PUD or an RPUD. <br /> <br />Levang stated given the fact that there is similar type housing across the street, this development would <br />tend to blend in more and would not be out of the ordinary. <br /> <br />Bremer commented it is a good transition type of housing for the area. Bremer noted some of the <br />properties have been on the market for the last few years, which makes her wonder whether there is a <br />market for what is being proposed. <br /> <br />Bessesen stated those were built earlier on and that he actually bought one of the properties a few years <br />back and built a home on it. Bessesen noted those units are also a split-level home, which makes it <br />difficult for older people, and that this type of housing would give Orono the opportunity to keep their <br />senior citizens in the community. Bessesen stated a similar type of development in Mound is now selling <br />for half a million dollars a lot. <br /> <br />Bremer asked if his preference would be to come off of County Road 19 or Kelly Avenue. <br /> <br />Bessesen indicated he is flexible on that. <br /> <br />Printup stated he is comfortable with the concept and that he prefers access off of County Road 19. <br /> <br />Levang stated it can be difficult to access Kelly Avenue and that it makes sense to come in off of County <br />Road 19, particularly if he is planning something else on the upper portion. <br /> <br />Levang asked if these units would have a view of the lake. <br /> <br />Bessesen indicated they would not unless they constructed a walking path down to the public beach. <br /> <br />Levang stated she would like to see the number of buildings reduced, with access off of County Road 19. <br /> <br />Bessesen noted he did reduce the size of the footprint down to 1,800 square feet per unit in an effort to <br />reduce the massing. <br /> <br />Gaffron stated the applicant is also looking for direction on the rezoning. Gaffron stated he is hearing <br />from the City Council that access should be off of County Road 19. <br /> <br />Bessesen stated he is willing to have his architect proceed forward with designing the layout and having <br />his engineers look at the site. Bessesen stated the wetland delineation has confirmed that he would be <br />able to construct a road on that side of the wetland. <br /> <br />The City Council took no formal action on this item.
