Struve stated the developer of the new homes on Maple Place and <br />Minnie Avenue is also aware of the problem and that he is looking at possible solutions. Struve stated <br />until he sees what the developer will be proposing; he would recommend the City hold off with any <br />potential solutions. Struve indicated he did send an email earlier today asking for an update from the <br />developer and that he will be pushing the issue as much as possible with the developer. <br /> <br />Jensen stated Mr. Struve has been very helpful during this situation. <br /> <br /> <br />PLANNING DEPARTMENT REPORT <br /> <br />*6. LONG LAKE SLOW NO WAKE REGULATIONS – ORDINANCE NO. 123 <br /> <br />Levang moved, Bremer seconded, to adopt ORDINANCE NO. 123, an Ordinance Amending Orono <br />Municipal Code Chapter 94, Waterways, by Amending Section 94-136 and Adding Section 94-143 <br />Regulating the Operation and Speed of Watercraft on Long Lake. Ayes 3, Nays 0. <br /> <br /> <br />7. #14-3654 JOHN BESSESEN ON BEHALF OF DAVID DELANEY – “2500 KELLY <br />AVENUE – SKETCH PLAN <br /> <br />Gaffron stated the applicants are requesting consideration and comments regarding the conceptual <br />proposal for a 10-unit residential twin home development on the property located on Kelly Avenue. The <br />property is located directly behind the Lund’s building on Kelly Avenue and is also close to the area that <br />was re-guided to mixed use. The site is very wooded and has a steep slope down to a wetland adjacent to <br />Kelly Avenue. The survey also shows a fairly flat area on the top of the parcel. <br />Gaffron noted the survey also depicts a conservation easement that was created across the lower part of <br />the property for drainage purposes. That easement has resulted in a minor change to the applicant’s <br />proposal. The site consists of approximately four acres of dry land and six-tenths of an acre of wetland. <br /> <br />Gaffron displayed some sketches of the unit the developer is proposing for the site. Gaffron noted the <br />sketch plan has changed slightly based on the comments by the Planning Commission. The site would be <br />accessed by a private driveway off of Kelly Avenue. <br /> <br />The conceptual plan presented results in a net density of 2.5 units per dry buildable acre, or 2.2 units per <br />gross acre. Development at the proposed density would require a rezoning and potentially an amendment <br />of the Comprehensive Plan. <br /> <br />The Planning Commission reviewed the conceptual plan and had the following comments to the <br />applicants: <br /> <br /> <br /> <br />
