MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, January 27, 2014 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 20 of 32 <br /> <br />(5. #13-3637 WILLI ABBOTT ON BEHALF OF THE BROADWAY GROUP, LLC – 2350 <br />WATERTOWN ROAD AND XXX WILLOW DRIVE NORTH – PRELIMINARY PLAT AND RPUD <br />REZONING, Continued) <br /> <br />Gaffron indicated that was based on the whole lot. <br /> <br />McMillan stated Staff’s memo made it somewhat confusing and that it appeared he was proposing a 3,000 <br />square foot perimeter. <br /> <br />Abbott stated their plan is to construct something between 2,500 and 3,000 square feet. <br /> <br />McMillan asked if that is the total amount of square feet. <br /> <br />Abbott indicated that would be for two floors. Abbott stated the 15 percent would create a large number <br />on a bigger lot, but that it is not their intent to construct a home that size. <br /> <br />Quinlan stated they have the ability on many lots to construct an 8,000 to 10,000 square foot home but in <br />their experience nobody is going to spend $200,000 on a lot and then construct a $1.5 million home. <br />Quinlan stated even though 5,700 square feet is allowed on some of the bigger lots, it is very unlikely the <br />people who will be purchasing these lots will be able to afford to construct a home of that size. <br /> <br />Abbott stated they also did not want the homeowners to come back and ask for a variance, so decks and <br />porches have been included in the calculations. <br /> <br />McMillan asked if the floor plans are for four-season living space except for the garage. <br /> <br />Abbot indicated that is correct. <br /> <br />Gaffron noted the plans do not show a deck or porch. <br /> <br />Levang stated the reality is that what is being depicted will not be constructed and that they will be <br />constructing what the landowner wants. <br /> <br />Quinlan indicated that is correct. <br /> <br />Levang stated the price of the home will also be dependent on what the homeowner wants to build. <br /> <br />Levang commented she feels a little duped by the phrase affordable housing. <br />Abbott stated he is not attempting to dupe the City Council and that he offered to allow any wording <br />restricting the size of the homes. Abbott indicated he is fine if the City Council wants to limit them to <br />3,000 square feet. <br /> <br />Levang stated he pushed back on the 15 percent, which has caused some confusion. <br /> <br />McMillan stated the issue was the dry contiguous. <br /> <br />Quinlan stated they will not be constructing homes that are 5,700 square feet in this development.
