Miller, French Creek Homeowners Association—April 25, <br /> 2002) <br /> C Site Plan <br /> D Plat Map <br /> Review of Request <br /> The French Creek Homeowners Association has requested to install a 1,650 gallon holding tank <br /> on a commonly owned private recreation lot that was created within the Plat of French Creek. <br /> Installation of ho(ding tanks in the City requires Council approval. The recreation lot contains 2 <br /> tennis courts and an enclosed gazebo building. The gazebo was initially plumbed for installation <br /> of a toilet and sink when the building was constructed in 1986. <br /> The common lot is located at the south end of the French Creek neighborhood. The Committee <br /> Chair, Mr. Miller, has stated he is the nearest neighbor to the building and on behalf of the <br /> Homeowners Association recognizes the need to provide bathroom facilities on the property. The <br /> lots located at the north end of French Creek are located about 1000' from the tennis court lot. <br /> French Creek has proposed to install a holding tank rather than a septic system for several <br /> reasons. A comp(ete septic system including tanks and a drainfield site may not be necessary to <br /> handle the anticipated use of the building as it is only intended to be one toilet and one shower. <br /> The building is not heated and the plumbing use of the lot would be from April 15 —October 15. <br /> Locating a drainfield site may be difficult due to limited undisturbed land available on the site. <br /> Matt Bolterman, On-Site Systems Manager for the City, has no objection to the use of a holding <br /> tank based on the anticipated limited use of the gazebo building. Mr. Bolterman did recommend <br /> the neighborhood have the tank monitored and pumped regularly. <br /> COUNCIL ACTION REQUESTED <br /> Motion to adopt the attached resolution approving installation of a 1,650 gallon holding tank on <br /> Outlot A, French Creek for seasonal use with one toilet and one sink. <br />
