MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Tuesday,November 12,2013 <br /> 7:00 o'clock p.m. <br /> (8. #13-3638 and 13-3639 SOURCE LAND CAPITAL,LLC(PAT HILLER) O/B/O GRANT <br /> WENKSTERN(LAKEVIEW GOLF), 405 NORTHARMDRIVE, COMPREHENSIVE PLAN <br /> AMENDMENTANDSKETCHPLANREVIEW, Continued) <br /> Hager stated in her view the Council should,at the very least, grant 60 days for the group to investigate <br /> and come up with some ideas,to do less than that would be irresponsible. Hager stated she would urge <br /> the Council to keep the current guidance that was put wisely into the Comprehensive Plan. That planning <br /> not only preserves what we have now but goes forward to younger generations and preserves what we <br /> have in Orono,which is what makes Orono a special place. <br /> Mayor McMillan closed the public comment portion at 10:07 p.m. <br /> McMillan encouraged the residents to continue to provide the City Council with any additional comments <br /> via e-mail or phone. McMillan stated there are two items before the City Council tonight. One is the <br /> Comprehensive Plan amendment and the second is the sketch plan for a housing development. <br /> Levang indicated she would prefer to discuss the item separately and to discuss the Comprehensive Plan <br /> amendment first. <br /> Printup asked what the opinion of the City Attorney is regarding the 60-day delay. <br /> City Attorney Poehler stated if the Council feels it needs additional time to make a decision,it has a right <br /> to request an extension of the review period. After that period of time,the City would need to get <br /> permission from the applicant or take final action. <br /> Levang asked if it needs to be specified what will be accomplished in that 60-day period. <br /> Poehler stated the Council should have some general indication of what it is they are looking for. <br /> Printup stated in regard to the issues that have been raised relating to pedestrian safety, stormwater, <br /> septic,environmental and billability, are things that will change and a number of plans will be brought <br /> before the City Council. Printup stated he is not comfortable with that and that he would like to see <br /> something more realistic and what the housing development will actually look like once the data is <br /> arrived at. Printup indicated he is comfortable with the 60-day delay,which will give time for the <br /> grassroots movement and also give the City Council the information to make a better decision. <br /> Printup moved,Levang seconded,to table Application No. 13-3638 and 13-3639, Source Land <br /> Capital,LLC,on behalf of Grant Wenkstern(Lakeview Golfl,405 North Arm Drive, <br /> Comprehensive Plan Amendment and Sketch Plan Review,for 60 days. <br /> McMillan asked if an environmental assessment would be required in this situation. <br /> Grittman stated it is not required by state law since this development does not meet those thresholds. The <br /> minimum would be 100 housing units. <br /> McMillan noted Spring Hill Golf Course required an EAW to build a golf course. <br /> Page 27 of 36 <br />
