MINUTES OF THE ' <br /> ORONO CITY COUNCIL MEETING <br /> Monday,December 9,2013 <br /> 6:30 o'clock p.m. <br /> 16. 2014 NON-UNION EMPLOYEE COMPENSATION ADJUSTMENTS—RESOLUTION <br /> NO. 6355 <br /> McMillan noted this item has been discussed a couple of times in Council work sessions and that there <br /> are a couple of options to choose from. <br /> Printup stated as it relates to Item No. 1 of the resolution, he would suggest a 1.5 percent pay adjustment <br /> effective January 1 as the non-compounding or lump sum idea the City Council has discussed. As it <br /> relates to Item 2, he would recommend the City go with the wage scale that was changed to eight steps, <br /> with a starting step of 75 percent. Printup suggested the City grandfather those people that have been <br /> hired since then. Printup stated new hires as of January 1 would fall under the eight steps. Printup <br /> indicated Nos. 3 and 4 in the resolution are fine. <br /> Printup moved,Anderson seconded,to adopt RESOLUTION NO. 6355,a Resolution Approving <br /> Pay Plan Adjustments for Non-Union City Employees for 2014,with Item No. 1 reflecting a 1.5 <br /> percent pay adjustment effective January 1,2014,and to grandfather in any employees that have <br /> been hired since January l,2013. <br /> Mattick stated in clarification, his understanding is that the 1.5 percent is a lump sum, and that whatever <br /> an employee's base rate of pay is at the end of 2013,they will get a 1.5 percent increase that would be <br /> prorated throughout 2014, but at the end of 2014, their base pay goes back to what it is at the end of 2013 <br /> unless they add a step. <br /> Mattick stated his suggested language would be that each employee shall receive a 1.5 lump sum increase <br /> to their existing base pay and that the lump sum payment is not intended to increase the base pay. At the <br /> end of 2014, employees' base salary would be the same as it was in 2013 if they did not receive a step <br /> increase. The lump sum increase will be equally prorated throughout 2014. <br /> Printup indicated he is fine with that language. <br /> Bremer stated she is against the lump sum and that in her view the City should stick with COLA. Bremer <br /> indicated she is fine with the 1.5 percent rather than 2 percent and noted the City's budget is set up to <br /> support 1.9 percent. Bremer indicated she likes Council Member Printup's change to No. 2 and that she <br /> would be amenable to eight steps starting with new hires. Bremer indicated she will be voting no on the <br /> resolution and that she supports the second point but not the first. <br /> Anderson stated she is okay with City Attorney Mattick's suggested language. <br /> VOTE: Ayes 4,Nays 1,Bremer Opposed. <br /> *17.
