VOTE: Ayes 4,Nays 1, <br /> Anderson opposed. <br /> 9. #13-3637 WILLI ABBOTT ON BEHALF OF THE BROADWAY GROUP,LLC,2350 <br /> WATERTOWN ROAD,AND XXX WILLOW DRIVE NORTII—PRELIMINARY SUBDIVISION <br /> Willi Abbott, Applicant, was present. <br /> Gaffron stated the applicant is requesting preliminary plat approval for a 7-lot single-family residential <br /> subdivision to be known as Oliver Hill. The total site consists of 4.29 acres, of which 1.24 is wetlands. <br /> The area is currently zoned RR-1B, which is a two-acre zone, but is guided in the Comprehensive Plan for <br /> low to medium residential density at two to three units per acre. Similar to what was done with the <br /> Glendale Cove subdivision to the north,the applicant is proposing to do a subdivision that would have an <br /> overall density of 1.9 units per acre. There is not a zoning district to rezone to other than the RPUD or <br /> residential planned unit development district. In addition, the applicant is requesting rezoning of the site <br /> to Residential Planned Unit Development. <br /> Gaffron noted the Planning Commission at its November meeting voted 5-0 to recommend approval. <br /> The applicant is proposing a subdivision that includes an open parcel adjacent to Willow Drive and then <br /> to the east of that,there is an existing house on a wooded parcel. The wooded parcel has a creek running <br /> through it. The creek comes from the area of the baseball diamond at Hackberry Park and works its way <br /> to the southeast. It eventually ends up down towards Watertown Road. <br /> The applicant is proposing to preserve an area to the northeast of the creek as a tree preservation area. <br /> This is proposed as a public road situation. Due to the density, the lots would be approximately one-third <br /> of an acre each. Similar to what was done with Glendale Cove, there would be city sewer. In other <br /> similar situations, based on the density, the City has created public roads rather than private. <br /> Gaffron stated the Planning Commission concluded that the RPUD is the right zoning for this parcel. The <br /> Planning Commission also looked at a Conservation Design and Master Plan that was completed for the <br /> site. The overall grading plan, including the proposed public road, development of the home site, <br /> stormwater management systems result in a significant amount of removal of some of the trees on the site. <br /> The tree stand to the north is basically the only stand of trees that would remain. Based on that,the <br /> Planning Commission recommended there be additional landscaping along Willow Drive. <br /> Page 15 of 35 <br />
