The property owner proposes to nse the property in a reasonable manner not <br /> permitted by the Zoning Chapter. The proposed use is the construction of a modest <br /> sized single family home with a minimally sized 2 car garage. It is consistent,though <br /> similariy smaller than homes in the surrounding neighborhood. <br /> 2. The plight of the landowner is dne to circumstances unique to his property not <br /> created by the landowner. The lot is one of the smallest in the neighborhood. Due to <br /> the curvature of the lakeshore and the location of the street, the property is at the pinch <br /> point of the two,creating a shallower lot than the surrounding properties. <br /> 3. The variance, if granted,will not alter the essential c6aracter of the locaGty. The <br /> proposed home is consistent in character and size with the surrflunding homes. <br /> 4. Economic considerations alone do not constitute practical difficnities if reasonable <br /> use for the property ezists ander the terms of tLe Zoning Chapter. Economic <br /> considerations have not been considered as a part of our request. The design of the home <br /> has been driven by needed functionality for the homeowner--indoor storage for their 2 <br /> cars, minimal garage space for lawn and snow removal equipment, an elevator—required <br /> due to the age of the applicants and the fact that the bedxooms are on the upper level, and <br /> not possible to have on the main le�vel, and a minimal covered front porch. <br /> 5. Practical di�'iculties inciude,bat are not limited to, inadequate access to dircct <br /> sunlight for solar energ,y systems.Vareances shall be granted for earth sheltered <br /> construction as defined in Minnesota Statutes, Section 116J.06, Subd.2,when in <br /> harmony with this Chapter. This does not apply. <br /> 6. The Board of Appeals and Adjustments or the Council may not permit as a variance <br /> any use that is not allowed under this Chapter for property in the zone where the <br /> affected person's Iand is located." This form is a reqaired submittal for ALL <br /> variance applications.
