His <br /> letter suggests the likely reason for hydraulic failure of the system <br /> is clogging of the rock bed with soil particles, which either were <br /> attached to the rock at the time of its placement or were washed in <br /> after construction. He does not reach a conclusion as to whether this <br /> occurrence is due to faulty materials, faulty workmanship, unusual <br /> usage of the system, lawn watering, or other factors. He does <br /> indicate that the nature of the failure does not appear to be a <br /> function of the design of the system. <br /> Monitoring of the water use and volume being discharged to the mound <br /> was completed during the month of June 1992 by the general contractor. <br /> Because the water meter as installed did not monitor all house <br /> fixtures, the pump cycle counter was relied on as the primary source <br /> of data for determining the effluent load to the mound. The <br /> monitoring indicated an average discharge to the mound bf just under <br /> 400 gallons per day, two-thirds of the 600 gallon per day design <br /> capacity of the system. It was concluded that neither the volume of <br /> water use nor unknown leaks into the underground plumbing/septic tank <br /> system are significant contributing factors to the hydraulic failure <br /> of the mound. <br /> Because the system is experiencing intermittent failure, the City has <br /> been carrying it as a failed system which must be repaired. <br /> The letter from S-P Testing, Inc. dated August 16 , 1991 ( copy <br /> attached) , outlines recommendations for repairing the system. The <br /> City is in general agreement with this recommendation, and we would <br /> outline the following specific repairs which were conceptually agreed <br /> to by all parties at the August 18 inspection: <br /> 1.
