2004 In August 2004 the City adopted a new comprehensive F[oodplain Management <br /> ordinance (Ordinance No. I6, 3�d Series) and enacted a moratorium on wetland <br /> alterations. <br /> 2005 In August 2005 the City Council adopted Ordinance No. 28, 3'd Series, a new <br /> comprehensive Wetlands Management ordinance which included more detailed <br /> requirements and standards for protection of wetlands as well as the establishment of <br /> wetland buffers based on a Functional Assessment rating. The new ordinance defined <br /> allowed and prohibited uses within wetlands and buffers, and established a requirement <br /> for structural setback from wetland buffers. <br /> 2009 In April 2009 the City Council adopted Ordinance No. 55, 3rd Series, regulating <br /> Construction Site Runoff Control to minimize construction impacts on surface water <br /> quality and environmentally sensitive lands. <br /> 2009 In September 2009 the City adopted Ordinance No. 64, 3rd Series which revised the <br /> `back lot' ordinances to allow the use of wetland for area credit for the extra 50% area <br /> required for back lots. <br /> 2010 In January 2010 the Council adopted Ordinance No. 67, 3�d Series, establishing <br /> requirements for Conservation Design which included wetland review and preservation <br /> regulations. <br /> 2010 In July 2010 the MCWD adopted major revisions to its Wetland Protection Rules. <br /> 2010 In October 2010 the City Council adopted an updated Surface Water Management Plan <br /> that reflects the provisions of the 2005 Wetlands Management ordinance and identifies <br /> four specific wetlands for future restoration. <br /> Page 4 <br />
