A stream or intermittent waterway was identified on the eastern portion of the properly connected to <br /> Wetland 1 extending off of the subject property and out of the evaluated area to the north. The <br /> maj ority of the area of the stream had an abrupt and eroded boundary.During extreme rain events it <br /> is likely that the stream flows in a south-westerly direction emptying in to Wetland 1.During times <br /> of more normal precipitation it is likely that there is no flow of water at all but rather points of dry or <br /> saturated stream bed and stagnant pools of water in some areas,which was observed during the site <br /> visit.Possible fringe wetland areas existing along the stream were investigated but SER determined <br /> that fringe wetland did not exist so the stream area is not considered jurisdictional wetland and was <br /> therefore not delineated. See Figure 5 and the Photo Log. <br /> Detailed soils,vegetation,and hydrology data for the delineated jurisdictional wetland is provided in <br /> the data sheets of the Technical Documentation Section. <br /> DISCUSSION <br /> �= _ �� . <br /> SER completed all on-site delineations based on the three required technical criteria as outlined by <br /> the 1987 Manual: the presence of hydric soils, a predominance of hydrophytic vegetation, and <br /> indicators of wetland hydrology in each basin.The site visit portion of the wetland delineation was <br /> � completed on July 6,2011. � . <br /> SER personnel examined the subject property for areas meeting jurisdictional wetland criteria <br /> during the site visit and delineated the edge of one basin as being jurisdictional wetland(Figure 5). <br /> Detailed soils, vegetation and hydrology data for Wetland 1 is provided in the data sheets of The <br /> Technical Documentation Section. <br /> RECOMMENDATIONS <br /> Activities which impact or potentially impact wetlands are currently regulated at several levels of <br /> government. In Minnesota,the two primary jurisdictions are covered at the state and federal levels <br /> by the provisions of the following legislative actions. <br /> ➢ State jurisdiction by the Wetland Conservation Act of 1991 (WCA) administered <br /> by the WCA Local Governmental Unit(LGi�. <br /> ➢ Federal jurisdiction by the Clean Water Act of 1972 and subsequent amendments. <br /> Wetland protection is implemented by the Corps of Engineers (Corps)with <br /> permit certification issued by the Environmental Protection Agency. <br /> While the wetland boundaries that SER has delineated are not official until approved by a WCA <br /> Svoboda Ecological Resowces 2700 Sixth Avenue <br /> Project No.:2011-012-03 4 John Lein <br />
