. 1 <br /> . PURPOSE <br /> Pursuant to Orono's Municipal Code, Chapter 78, Article XII, Section 78-1632, "The <br /> Conservation Design Master Planning requirements of this article apply to all proposed <br /> residential subdivisions or multi-unit residential developments greater than five acres in total <br /> �•area or guided for urban-density (greater than one unit per two acres)". The Vegetation <br /> Management Plan has been created as one of the conservation strategies used within the <br /> Conservation Design Master Plan to improve the sites' ecological assets. The developer is <br /> responsible for initiating the vegetation management plan immediately after development plans <br /> have been established. Vegetation management will initially begin within the area of <br /> conshuction and then be applied concurrently with the construction to the remainder of the area. <br /> The vegetation management will continue annually until the invasive vegetation is eradicated. <br /> See the Schedule of Activities sections below for a descriprion of the timeline involved with the <br /> vegetation management activities. <br /> METHODS <br /> ��a4:.�t � � .� <br /> The site will require aggressive management to be preserved in a natural condition with <br /> predominantly native, non-invasive plant species. Management will include the control of <br /> existing non-native and invasive vegetation, the encouragement of native species, and future • <br /> monitori.ng of the site to discover any newly established invasive plants. Native species that are <br /> doxninant fall into the Southern Mesic Maple-Basswood Forest classification accordirig to the <br /> Minnesota DNR Ecological Classification System (Dunevitz and Lane, 2004). Common <br /> buckthorn (see below) occurs at this site in a small stretch along the north boundary and is <br /> �. <br /> considered to be invasive within this community type. We have' provided control <br /> recommendations'for buckthorn as well as two other invasive species observed on site. A list of � <br /> desirable native species that are known to occur within the Mesic Maple- Basswood community <br /> according to Dunevitz,and Lane (2004) and in Restoring and Managing Native Wetland and. <br /> Upland Vegetation(R. Jacobson, 2006) is also provided(Attachment B). <br /> x . . <br /> The removal and annual control of invasives on site will be either self performed by the <br /> developer or contracted out at the developer's expense. This will also be the case for the <br /> installation of the native vegetation. After the initial remediation of the site is complete, Svoboda <br /> Ecological Resources (SER) (or another contractor chosen by the developer) will monitor the <br /> buffer area and submit annual reports to the city of Orono describing the progressio� of the <br /> management area if desired by regulatory personnel. <br /> The developer will retain SER as a consultant(or other contractor of their choice) for the purpose <br /> of monitoring the vegetation management activities on site for the time period of three years, <br /> where the chosen contractor will visit the site twice per year. The developer will request <br /> notification by the city of Orono before an on-site inspection is conducted by the city (or its <br /> designated authority). The developer's inspection contractor will report the progress of the <br /> monitoring activities to the developer after each site visit and will also discuss any issues with <br /> the city of Orono at the time of the scheduled on-site inspection. <br /> � <br /> , <br /> �': <br />
