MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Tuesday,January 22,2013 <br /> 6:30 o'clock p.m. <br /> Schoenzeit stated he would strongly recommend that the current language outlining who is not allowed a <br /> horse remain as is. <br /> Leskinen commented the conditional use process provides some parameters to the City Council and that <br /> StafPs report notes that these types of requests are rare. <br /> Mayor McMillan commented that a number of the newer people moving into the Orono area tend to want <br /> more of an urban setting and that the City should designate areas that are allowed horses. <br /> Leskinen asked if the City Council is interested in a minimum of two acres of managed pasture with the <br /> Council not having the option to change that. <br /> Mayor McMillan indicated that is one option that could be considered. <br /> Landgraver stated in his view the City should make a hard stop at two acres of managed pasture and <br /> perhaps designating different areas of the City where horses are permitted. <br /> Schoenzeit commented if someone has four or five acres but only an acre and a half of managed pasture, <br /> they might be encouraged to cut down the trees to convert it into pasture. <br /> Landgraver indicated that would be their choice. <br /> Schoenzeit stated the CUP option would give those people another option. <br /> Lemke expressed a concern with requiring a minimum of two acres of managed pasture and not offering <br /> any other option. <br /> Schoenzeit commented that requiring a greater number of acres for people who have less than two acres <br /> of pasture could be an option. Schoenzeit stated a person who has a total of three acres should have two <br /> acres of pasture. <br /> Mayor McMillan stated if the person only wants to have one acre dedicated to pasture but own five acres <br /> of land,they should be required to go tlirough the conditional use process. <br /> Landgraver noted the state requires two to four acres of pasture and that the City should require a <br /> minimum of two acres. <br /> Mayor McMillan noted that amount of pasture is required for food and that there are some people who <br /> feed their horses oats and hay and do not require as much pasture. <br /> Landgraver noted the pasture land is not required to be contiguous,which provides some leeway. <br /> Schoenzeit stated he would recommend a minimum of two acres of managed pasture and one acre for the <br /> house. <br /> Leskinen indicated she is in agreement with that requirement. <br /> Page 14 of 18 <br />
