MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON DECEMBER 8, 1997 <br />• MAYOR/COUNCIL REPORT <br />Jabbour indicated that the City has received information from the Met Council which <br />appears to indicate the density level of future development in Orono should be 2.3 <br />houses per acre. <br />He also reported he had a very positive meeting with representatives of Mn/DOT and the <br />MCWD regarding ponding for new Highway 12 and the impact of development density <br />on Lake Minnetonka. <br />Jabbour said he met with representatives of Hennepin Parks to work on completion of <br />the trail, cooperative agreement, assistance with parks, trails, and recreation in the area, <br />and cooperative efforts regarding Highway 12 and the Hwy 12 and CoRd 6 intersection. <br />Jabbour said he drove the City with Hennepin Park representatives, who were impressed <br />with what they saw. <br />Goetten asked who Gaffron spoke to from the Met Council. Gaffron said he did not <br />speak to anyone but was sent a table of expected household numbers projected out into <br />the future. The number did not match Orono's zoning requirements. He has not yet <br />contacted the Met Council for clarification. <br />• Goetten noted that she is a member of the Metropolitan Council's Land Use Advisory <br />Committee and has been informing the committee about the City's development <br />philosophy. She had thought they had a good understanding of the realities that were <br />appropriate to the City. She asked Gaffron for a copy of the information so she can <br />research it further. <br />Jabbour said he is concerned that the density level in Orono is driven by the sewer units. <br />He noted that low density is good for the eco- system. He would like to see the two acre <br />density separated from its direct tie with sewering. Kelley agreed that it should be tied <br />to water elevation and water quality of Lake Minnetonka. Jabbour indicated that 35% of <br />the lakeshore of Lake Minnetonka is in Orono and over 40% of the surface water <br />drainage to Lake Minnetonka comes through wetlands in Orono. Tom Maple has <br />informed Jabbour that the 929.4' normal lake elevation is unrealistic and should be at <br />930'. Jabbour said Maple was in favor of the 5 acre dry buildable and would like to <br />receive a copy of the City's philosophy from the Comprehensive Plan. Kelley noted that <br />any assistance from other agencies will aid the City in their dealings with the Met <br />Council. <br />Flint referenced the urban sprawl effect citing examples in other cities. <br />Jabbour said he was meeting with the Orono School Board and Minnetonka Beach <br />• representatives to work on a community effort regarding a school facilities referendum. <br />25 <br />
