Box 66 <br /> -- --- Orono, MN 55356 Crystal Bay, MN 55323-0066 <br /> May 15, 2006 <br /> Anthony Thomas Homes <br /> 4100 Berkshire Lane <br /> Plymouth, MN 55446 <br /> Dear Contractor: <br /> I am writing in regards to your building project at 2920 Fox Street in the City of Orono. <br /> On Thursday May 1 l, 2006 I noticed a contractor/excavator placing fill over the top of <br /> the mound system. This was not the same company that had installed the septic system <br /> to this point. The contractor placing the fill on the mound system is not a licensed septic <br /> installer. This could be considered a violation of State Rules. <br /> The fill being placed on the mound system was completely inappropriate. Minnesota <br /> State Code Chapter 7080 calls for six inches of sandy to loamy soil be placed on the rock <br /> bed to a depth of one foot in the center of the mound tapering to six inches at the sides <br /> and then a minimum of six inches of topsoil borrow placed over the entire mound. <br /> Topsoil borrow is defined as a loamy soil having adequate nutrients and pH to sustain <br /> healthy plant growth. The material I witnessed being placed on the mound was heavy <br /> wet clay that was coming from the lot itsel£ The soils native to the property are not <br /> adequate for placement on the mound system. <br /> I informed your installer of record that all the clay was be removed from the mound and <br /> the appropriate materials be brouaht in after the rock bed and distribution laterals are <br /> checked for damage. A certificate of occupancy will not be issued until the septic system <br /> has had a final inspection.
