It is my <br /> understanding that you have been working with Lyle Oman, the Orono Building <br /> Official, and Tom Kellogg, the Orono City Engineer, regarding the drainage issues <br /> located on your property. In discussing this issue with Tom Kellogg, he has made <br /> various recommendations to you regarding the most appropriate way to deal with the <br /> drainage issues on your property to prevent water from flowing toward the house that <br /> you are constructing. It is my understanding that you have installed drain tile on your <br /> property designed to carry water off your property. It is also my understanding that <br /> because this drain tile collects water from adjacent properties, Tom Kellogg has <br /> recommended that you grant the City an easement to insure that this drain tile is <br /> maintained and cleaned out to prevent any backup that would cause flooding around <br /> the house. Mr. Oman informs me that you are reluctant to grant the City an easement <br /> for the drain tile and have inquired whether the City has any authority to require the <br /> easement at this point in time. I ain writing this letter to inform you none of the <br /> approvals that have been granted require you to grant an easement for drainage <br /> purposes to the City.
