STRICTER E�tFOKCE�IENT OF SEPTIC SYSTE�LS l�L���ATED <br /> Per the Minnesota Department of Natural Resources (DNR) mandate, the City of Orono <br /> has adopted more strinoent regulations that will iorce all septic systems within 1,000 feet of <br /> designated la.kes and within 300 feet of desi�nated streams to be brought into compliance. The <br /> DNR is requiring that all existing septic systems meet recently updated �iinnesota Pollution <br /> Control Agency (�IPC.�) scandards. The City will be comprehensively inspectin� all �eor.c <br /> svstems within the Shoreland Distric[ to identify those which do no[ conform to u`:e new <br /> minimum standards. <br /> Most approvals for improvemen[or use (such as building permits, variances, conditional <br /> use permits or subdivisions) of any property within the Shoreland District will require that an <br /> ir�spcc�ior� �e pc:fe..u�: �� dP'��'�P rhe c�nformiry of the seotic system. All systems found <br /> to be non-conrorming must be repaired within one year of the inspection date regardless or <br /> whether you have applied for a permit, variance, CUP or subdivision. Please review the inap <br /> of the Shoreland District (attached) to see whetner yeu will be affected. + <br /> The inspection within the Shoreland District will evaluate three criteria for septic system <br /> conformiry. The systems will be checked to identifv prohibited systems (such as cesspools or <br /> systems with overflow pipes), failing systems, and non-conformin� systems. Currently, ann.ual <br /> inspectior�s only identiiy prohibited �y�tems a�d failin� systems. `Vhat will change is �hat soil <br /> borinQs wiil 'oe per:ormed as pan of the inspection process :�z or.de: ro verify li`�e �IPC:� <br /> requiremeiit tha� there is a three tooc separa�ion be«��een �t�e boctom or �he draiaiieid t;enc..�> <br /> ar.d evidence of a seasonal wacer table. <br /> �ost septic systems installed after 1978 will meet the required code. Howe�:er, many <br /> systems ins�alled prior to 1978 will not meet the conformity classification and wi11 requ�:� <br /> replacement.
