' f <br /> 10. The review of plans and specifications and permit applications is made in accordance with Minn. Stat. § <br /> 115.07. Approval of plans and permits is based upon the assumption that the information provided by the <br /> applicant is correct and that all necessary legal requirements have been or will be satisfied. <br /> Permit applications are examined with regard to the design features that apply to the operation and <br /> maintenance of, the degree of treatment to be provided,the effectiveness and reliability of the system, and <br /> compliance of the existing treatment and disposal system.The basis for design review is the most current <br /> editions of the following: <br /> • Recommended Standards for Wastewater Facilities, Great Lakes-Upper Mississippi River Board of <br /> State and Provincial Public Health and Environmental Managers. <br /> • Standard Utility Specifications, City Engineers Association of Minnesota. <br /> • Standard Specifications for Construction, Minnesota Department of Transportation. <br /> • Other accepted engineering references for sewer design and construction. <br /> 11. Permit applications are recommended for approval on the basis that the system is to collect only domestic <br /> sewage and such industrial or other waste as may have been provided for in the design. Sump pumps, <br /> foundation drains, or footing drains to collect groundwater and roof drains or other surface water conduits <br /> should not be connected to the sanitary sewer system. <br /> 12. Adequate field supervision and inspection by a qualified representative of the owner should be provided at <br /> all times during construction to assure that the project is constructed in compliance with the approved plans <br /> and specifications. <br /> 13. The MPCA assumes no responsibility for the integrity of structures or physical features, or for the reliability, <br /> durability or efficiency of specific items of propriety equipment or material. All applicable federal,state and <br /> local laws, regulations or ordinances must be followed in the design, location and construction of proposed <br /> sewer systems or treatment works.The MPCA reserves the right to withdraw its approval of this permit if <br /> construction is not undertaken within a reasonable period after issuance. <br /> 14. The Permittee shall comply with all rules, regulations,and requirements of the Minnesota Environmental <br /> Quality Board prior to construction of the proposed project.This permit is not effective until the Permittee <br /> completes all applicable environmental review (Environmental Assessment Worksheet or Environmental <br /> Impact Statement)which may be required for the project. <br /> 3 <br />
